Air Quality Bandings for Five Pollutants

Sulphur Dioxide (parts per billion,

Ozone (parts per billion) less than 50ppb

Carbon Monoxide (parts per million,

Nitrogen Dioxide (parts per billion, hourly average) less than 150 150 - 299 300 -399 400 or more
Fine Particles (micrograms per cubic metre, 24 hour running average) less than 50 50 - 74 75 - 99 100 or more

So any concentration below the threshold level (less than 100ppb as a 15 min average for SO2, for instance) is described as a Low level of air pollution. A level between the threshold level and information level would be described as Moderate, between the information and alert thresholds as High, and above the alert threshold as Very High.
