Licensing
Scope of Licensing Service
- Administration and enforcement of Local Authority licensing functions including taxis, street trading, charitable collections and animal welfare.
- Administration and enforcement of Licensing Act functions in respect of licensing all outlets selling alcohol and providing entertainment. Persons supervising these activities are also licensed by the service.
- In partnership with other agencies ensure delivery of the local town centre safety and alcohol harm action plans
2006/07 Workgroup Key Priorities
- Adoption of Pavement Cafe licensing procedure
- Introduction of revised topograhical test for taxi drivers
- Introduction of regional guidance for Councillors in determining taxi licence applications
- Introduction of Statutory Gambling Policy .
Main achievements
During 2006/07 the following achievements were made:
- Adoption and Implementation of Pavement Cafe Licensing Policy
- Introduction of improved topographical knowledge tests for taxi drivers, incorporating randomly generated questions
- Introduction of AGMA guidance for Councillors in determining taxi licence applications and reviews, thereby promoting consistency throughout the region
- Introduction of the Councils Statutory Gambling Policy, guidance also made available to local businesses
- Introduction of a regional policy regarding the licensing of stretch limousines.
- 100% success in relation to all prosecution files prepared
Performance against Business Plan Objectives
- The business plan actions were met.

Key Priorities for 2007/08
- Undertake a independent survey in relation to standards of local taxi services
- Implement the licensing requirements and enforcement of premise licence requirements in relation to the Gambling Act
- Regional consideration into the development of standardised policies in respect of taxis and private hire
- Regional adoption of the Pub Watch on line system
- Effective administration and enforcement of licensing requirements
