Terms of Reference

The Chair of Council is responsible for the effective management and running of the business agenda at Council meetings and has the following responsibilities:

  1. To preside over meetings of the Council so that its business can be carried out efficiently and with regard to the rights of Councillors and the interests of the community.
  2. To ensure that the Council meeting is a forum for the debate of matters of concern to the local community and the place at which Members, who are not on the Executive, are able to hold the Executive to account.
  3. To uphold and promote the purposes of the Constitution, and to interpret the Constitution when necessary in consultation with the Monitoring Officer.
  4. To act as a mentor to newly elected Councillors.
  5. To chair Speakers Panel (Employment Appeals).
  6. To call meetings of all Chairs of Council Bodies to discuss issues impacting on all meetings;
  7. To serve as a Member of the Overview (Audit) Panel.
  8. To attend meetings of the Executive Board.
  9. To receive decisions and relevant papers from the Executive Cabinet.
  10. To receive decisions and relevant papers from Scrutiny Panels.
  11. To lead, monitor and have oversight of policy/strategy and provision of corporate performance in conjunction with the Deputy Executive Leader relating to:
    1. New member induction, training and mentoring;
    2. Member training and support;
    3. Services complaints processes.
  12. To lead, monitor and have oversight of policy/strategy and provision of corporate performance relating to community safety in conjunction with Executive Member (Health and Neighbourhoods).
  13. To have responsibility, in conjunction with the Deputy Executive Leader, for oversight of the operation of the Mayoral function and to advise the Civic Mayor on his/her programme of activities and events and the operation of the Mayoral Protocol,
