Part 3a - Terms of Reference and Scheme of Delegation

1. General Provisions

1. The Council has a Scheme of Delegation which comprises delegation to:-
   
   
   1. Executive Cabinet
   2. Speakers Panels
   3. Scrutiny Panels
   4. District Assemblies
   5. Overview (Audit) Panel
   6. Greater Manchester Pension Fund Management Panel
   7. Cabinet Deputies
   8. Officers
      
      
2. Any matters referred to Panels shall be subject to confirmation by the Council unless it is specifically delegated to the Panel under these Terms of Reference or Standing Orders.
   
   
3. Where a decision cannot be taken by the Council, Panel or District Assembly because of time constraints, the Executive Leader, the First Deputy, the appropriate Cabinet Deputy, a Member of any Opposition Group and the Chair of the relevant Panel (if appropriate) constituted as the URGENT MATTERS PANEL are authorised to deal with the matter at a meeting to which they have been summoned to attend..
   
   
4. All Executive decisions (other than urgent matters) and delegated decisions taken by District Assemblies shall be subject to the Council’s Call In Procedure and cannot be implemented until the expiry of the five day call in period.
