E. Executive Director (Executive Support)
- To issue Fixed Penalty Notices in relation to dog fouling, littering and anti-social behaviour as provided by the Anti-Social Behaviour Act 2003.
- In consultation with the Executive Director (Governance), to recommend the taking of legal proceedings in respect of duties relating to the Town Patrollers.
- Human resource matters shall be subject to the overall direction of the Chief Executive.
- The administration and implementation, in consultation with the Senior Management Team, of the Council’s organisational, employee development and human resource plans.
- The interpretation and application of pay scales and conditions of service for all employees, except employees in schools with delegated budgets and teaching staff employed by the Local Education Authority.
- To approve applications, in consultation with the appropriate Officer of the Senior Management Team, for extensions of service.
- To approve changes in grading and other conditions for existing postholders.
The administration of any schemes for awards to employees making suggestions which could affect economies and improve efficiency, etc.
- To deal with matters relating to the development of the Community Strategy and Corporate Plan.
- The provision of policy and research support as part of the policy development and corporate strategic planning processes.
- To determine the Council’s arrangements for corporate performance, Local Area Agreements, Best Value and Continuous Improvement.
- To take necessary action to implement the Equality Framework for Local Government.
