Part 3a - Terms of Reference and Scheme of Delegation

E. Executive Director (Executive Support)

  1. To issue Fixed Penalty Notices in relation to dog fouling, littering and anti-social behaviour as provided by the Anti-Social Behaviour Act 2003.
     
  2. In consultation with the Executive Director (Governance), to recommend the taking of legal proceedings in respect of duties relating to the Town Patrollers.
     
  3. Human resource matters shall be subject to the overall direction of the Chief Executive. 
     
  4. The administration and implementation, in consultation with the Senior Management Team, of the Council’s organisational, employee development and human resource plans.
     
  5. The interpretation and application of pay scales and conditions of service for all employees, except employees in schools with delegated budgets and teaching staff employed by the Local Education Authority.
     
  6. To approve applications, in consultation with the appropriate Officer of the Senior Management Team, for extensions of service.
     
  7. To approve changes in grading and other conditions for existing postholders.
    The administration of any schemes for awards to employees making suggestions which could affect economies and improve efficiency, etc.
     
  8. To deal with matters relating to the development of the Community Strategy and Corporate Plan. 
     
  9. The provision of policy and research support as part of the policy development and corporate strategic planning processes. 
     
  10. To determine the Council’s arrangements for corporate performance, Local Area Agreements, Best Value and Continuous Improvement.
     
  11. To take necessary action to implement the Equality Framework for Local Government.
