The full council tax bill assumes that there are 2 adults residing in a dwelling. However, for council tax purposes certain people will not be counted when looking at the number of adults.

Does the person(s) providing care and the person receiving care both have to be resident in the same property?
Yes. In order to be disregarded the carer must be resident in the same dwelling as the person to whom he/she is providing care.
Why does the disabled person's benefit have to be granted?
The disabled person must receive one of the four benefits shown in Box A, if the carer is to be disregarded.
Why do the hours spent providing care have to be declared?
This is because a carer can only be disregarded if he/she spends, on average, at least 35 hours per week providing care.
How do I apply?
Complete the Council Tax Discount - Carer Form 59.94 KB
and return it to Exchequer and Support Service. Once it has been assessed you will be notified of our decision.
For how long will the discount be allowed?
For as long as there are less than two adults in the property who are not disregarded. If there is any change in circumstances then you must notify us. Failure to do so may result in a penalty being imposed.
