Councillor Highton's Annual Report
Councillor Andrew Highton
Ward: Ashton-under-Lyne St Michael's
Annual Report of Activities 2007/08
Participation at Council Meetings and Panels
I am a member of the Services for Children and Young People Scrutiny Panel and I have attended the majority of the meetings held this year. The Panel has scrutiny responsibilities for the Services to Children and Young People Service Area and the cabinet warrants of office relating to Children and Young People and Lifelong Learning. This includes all education services, schools, educational achievements, children's health, social work, looked after children, the Youth Service and the Youth Offending Services.
The main work area for the panel this year has been to produce a follow up review on teenage pregnancy; to review the ‘staying on’ rates for post-16 pupils; to monitor the progress of Tameside pupils in Key Stage and GCSE results; and to monitor the Building Schools for the Future initiative.
I am also a member of Speakers Panel (Liquor Licensing) Panel, which deals with applications for new, and variations to, premises licences.
Participation at District Assemblies
I have attended all the District Assembly meetings held this municipal year and I have again served as Deputy Chair. I am also the lead member for environmental issues.
Participation on Outside Bodies and Partnerships
I have represented Tameside MBC on the Tameside Economic and Learning Partnership.
Constituency Work
I have dealt with complaints from constituents on a daily basis, which I received in person, by phone, by letter or via surgeries.
Achievements during the Year
I have gained successful outcomes to the majority of the problems referred to me by my constituents during the year and significant progress in others.
This year I have dealt with a number of enquiries relating to parking in the area. These have been prompted by the decriminalisation of parking offences and major work taking place at Tameside General Hospital.
Members' Advice Surgeries
I have continued to hold regular monthly surgeries at venues across the Ward.
Training and Development
During the past year, I have attended several training sessions, which form part of the ongoing Members’ Development Programme, including the Local Government Bill, 14-19 year olds, corporate governance, waste and recycling and risk management.
