You may be able to claim Second Adult Rebate (2AR) if you have non-dependants living with you who are on a low income.
Who can claim?
If you are excluded from receiving a 25% Single Person Discount on you Council Tax bill due to non-dependants living in your household, you can apply for Second Adult Rebate.
To qualify for a Second Adult Rebate the second adult(s) i.e. non-dependants must be:-
- Aged 18 or over
- Not liable to pay rent to you and
- Not jointly liable to pay Council Tax
How to Claim?
- Download an application form 75.25 KB
from your local Customer Service Centre or Benefits Office. - Provide proof of your non-dependant's income
- Provide your National Insurance Number, proof of it and two forms of identification for yourself.
- Return the completed form to the Local Authority.
How much rebate will you get?

| Second adult not receiving IS, JSA(IB) or PC and gross income is less than £169.00 per week | 15% |
| Second adult not receiving IS, JSA(IB) or PC and gross income is between £169.00 and £219.99 | 7.5% |
| Second adult not receiving IS, JSA(IB) or PC and gross income is £220.00 per week or more | Nil |
Better Buy?
In some circumstances a person may be entitled to both Council Tax Benefit and Second Adult Rebate. In these cases, the Local Authority will award the higher of the two benefits.
