Item 1: Welcome

Julie welcomed everyone to the meeting.

Item 3: Minutes from the last meeting and matters arising

The Participation Manager job description is with HR for grading and the Parenting Strategy Manager is advertised nationally 02/5/08.
YP PACT meeting - Sue still waiting a response from Community Safety.
Play - 1.1 million awarded, Liz to update a later date.
Youth Arts - event went really well.

Item 4: Judgement on Report Cards

Report card 4.3 relating to crucial crew it needs cross referencing with the YOF report card.
Judgement activity is heartening.
Action - ask if evaluations are completed so more information can be gained. Story behind the trend needed and comparison with national information. A better example would be the Life Skills delivered by the fire service, ask Jonathan Knowles to develop a report card.

Report card 4.41 - identifying C&YP at risk of anti-social behaviour
The group felt that the report card doesn’t do the project justice and it needed re-writing with a statistical graph to accompany it and possible links to parenting support.
Action- report card to be re-written.

Report Card 4.42- to have a range of activities to deter C&YP from anti-social behaviour.
The group felt that more work needs doing on the report card, explanation needed of neighbourhoods needed and do the relate to the four LA areas? Needs to go into more depth about PAYP.
Action- Explanation around areas, links to PAYP needed and more detail.

Report Card 4.43 – to demonstrate how agencies work together to reduce anti-social behaviour in local trouble spots.
Judgement- heartening.
Action- Parenting could be added to this for further information.

Catherine informed the group of a successful parenting programme with a group of teenage parents. This would make a good report card and a case study for JAR.

Item 5: JAR Self Assessment focus on PC section

This was the latest version of the assessment for JAR and the latest version is due out later this week. Any comments to Julie please.

Item 6: Action Plan developed from judgements/proposed improvement actions

Julie will collate the latest judgements on the report card template and e-mail out. An action plan will be put together with all the key areas and this will inform the future work programme for the group.

Item 7: PASS presentation by Nick Caws

Pupil Assessment Self & School presentation, this piece of work evaluates the pupil’s attitude to their attainment, attendance and attitude. The results are collated and coded in traffic light colours to demonstrate which pupils and in which areas pupils will need further interventions. Programme piloted in 8 schools and the cost to school is £2,500 for 3 years.
This is a good tool for measuring pupil’s self esteem.

Tina updated the group on the Participation Project’s plan to work with primary children around career aspirations. Young males were a particular problem.

Item 8: AOB

Sue promoted the YOF to the group and that there was a gap for BME YP taking part in the Panels. Contact Sue or Karen Dale if anyone knows of some BME YP who would like to take part.
