1. Welcome and introductions
Pat welcomed everyone to the meeting.
2. Apologies

3. Minutes of the Last Meeting
The minutes of the last meeting were agreed as a true record but with one small amendment – 4.1 NST visit … commencing 29th June not May
Matters Arising
Use of A&E/Admission Information on attendances
Judith has asked one of her team to establish the processes in place/required within School Health and Health Visiting Services to ensure that vulnerable young people attending A&E/admitted to hospital are identified and followed up as required.
Stephen said that he will be able to give accurate figures for the follow ups on a regular basis in the future. This will be progressed through the Children’s Health Strategy meetings.
Early Intervention Support re Emotional Health
Pat reported that the CAMHs Commissioning group proposes to recruit an early intervention project manager to take this work forward. This will include the Targeted Mental Health in Schools (TaMHS).
Your Welcome
Tracy is meeting with a representative from Tameside College later in the week regarding a new diploma starting in September “Advanced and Higher Diploma in Society, Health and Development” to see if young people enrolling may be developed into a group to support “Your Welcome”
At this time letters have gone out to GP’s inviting them to engage – no responses as yet
To target sexual health, young people’s mental health team/CAMHS and TP along with any GPs to engage in the programme.
4. NI 199 – Satisfaction with parks and play areas
Tracy gave the presentation in place of Liz Hughes.
NI 199 is a new national indicator which will measure children’s and young people’s satisfaction with parks and play areas.
Satisfaction of the play areas and parks will be measured by:
- Tell Us survey
- Open space and play strategy audits
- Informal consultation with children and young people
- Quality Assessment tool.
Tracy gave details of what is happening locally in order to meet the targets e.g. the Play Builder programme 2008-11 and the Big Lottery “Improving Accessibility to Play” programme.
Discussion followed and some questions posed. Tracy to ask Liz to respond to the following:
- How many play areas should we have for our population?
- How do we compare with regard to number of play areas compared to our statistical neighbours?
- How is she linking to Parenting Programmes to support parents to be less risk adverse and allow their children to play out?
5. Youth On Line
Tracy reported back on the Youth On Line survey explaining that Key groups are to review the survey and feedback on the three most interesting issues for them and what we can / intend do about these issues.
A discussion took place surrounding the survey and its results and the following observations made:
- The YOL survey should be looked at alongside the “Tell Us” survey
- Need to look at areas where we have good practice and draw on their experience
- Need to focus on delaying the onset of taking up risky behaviours and focus on junior schools re: smoking, drinking and drugs
- The effect of Domestic Violence was a cause for concern and the need to look at the emotional health of young people – build confidence and self esteem was highlighted
- Ensure providers of alternative education are included in future surveys and therefore contribute to providing data to support wider work around vulnerable groups.
6. NI 126 Access to Maternity Services
Tracy presented the card in place of Gideon Smith.
Tracy explained that this was a new indicator for 2008-09 to assess the number of pregnant women who have seen or have access to a maternity professional for health and social care assessment of need, risks and choices by 12 completed weeks of pregnancy.
Due to how the information is recorded the figures for this report card had been estimated. In future the data would be collected via GP’s.
Tracy explained the story behind the trend and gave details of current initiatives which included a Midwife as the first point of contact, revised community midwifery service specification for Greater Manchester PCT’s , NHS T&G initiatives, a consultant Midwife and Information for GP’s.
It was asked “what is a Consultant Midwife” – A consultant Midwife can keep a case load and run clinics – no doctor present.
It was felt that there is a need to ensure relevant information is not missed when pregnant women are under the community midwife and not attached to a GP surgery.
Providing women with maternity services within their community is seen as increasing their choice on where they receive their maternity services.
No judgement was made on the report card as it was agreed that further clarification on future data collection was required from Gideon.
