Item 1: Welcome
Bob welcomed everyone to the meeting and thanked them for their attendance.
Introductions were made around the table.
Item 2: Apologies
Apologies received from Catherine Robertson, Sue Lennie
Item 3: Major Item: Early Intervention and Prevention
Adrian Acres introduced himself and gave details of his role as a consultant employed by the council to report on Early Intervention and Prevention.
Phase 1:
- Is information gathering and monitoring
- Mapping of services
- Gathering views regarding the kind of needs
- Looking at gaps
- Ideas around Prevention and Early Intervention
Adrian stressed that all discussions were confidential.
A discussion took place surrounding the subject of Early Intervention and Prevention. As this discussion and comments were confidential no notes were recorded on these minutes.
A questionnaire was completed by all members of the meeting and handed to Adrian Acres.
Item 4: Notes of last meeting and matter arising
Minutes of last meeting agreed as accurate.
Matters arising:
SID – Kath Astley is more than happy to give demonstrations of SID to any teams. Contact Kath direct to arrange.
Under the new structure SID and FIS sit together.
Item 7: Family Learning Proposal – No outcome known as yet.
Item 5: School Health Service Modernisation 2: Presentation
Deferred to next meeting.
Item 6: Common Processes
Bob distributed copies of Common Processes data and a discussion took place. The main points as follows:
- Most interesting is the number of people using JASPER to share information in December, which was higher this month the previous months - a marked increase.
- YOT team commenced inputting on JASPER in December after training so this could have affected the numbers
- Maureen reported that they were pushing the use of JASPER and making use of the management date from JASPER that is now available on request
- Chris also stated that Connexions were using management information on JASPER and had obtained printouts to show which practitioners were using JASPER. Consequently, Connexions were re-evaluating the use of JASPER and were able to address the use of JASPER with practitioners individually.
- There was a continuing mis-match in numbers between CAFs undertaken and those recorded on JASPER
- It is planned to continue the Common Processes workshops in local areas – feedback from managers would be most welcome.
- Maureen commented that new staff found the training useful, but more experienced staff felt that training was going over old ground
- Perhaps therefore training could be structured dependent upon experience
- Bob asked everyone to remind practitioners that completed CAFs should be forwarded to Jane-Ann Birkitt
- Do we tell parents we are submitting CAFs to Jane-Ann? - Bob confirmed that we should be informing parents
- It has emerged from the CAF workshops that whilst professionals know what’s going on, parents quite often don’t. This occurs when a CAF is not undertaken before the Child and Family meeting. The general rule is that common assessments should be undertaken before convening a child and family meeting.
- It was noted that some parents won’t engage until the Child and Family meeting.
