Item 1: Welcome
Jane-Ann welcomed everyone to the meeting and introductions were made around the table.
Item 2: Apologies

Item 3: Notes of last meeting and matter arising
Item 3 - Action Item 2:
Tracy reported that the collating of a list of referral forms has been deferred while work is focused on the proposal to align common assessments and referrals.
Item 6 – Action Item:
Tracy reported that Jackie Lydon has sent her apologies for today’s meeting but is on the agenda for the meeting on 15th May.
Item 5.1 – Service Information Directory – Action Item:
Tracy reported that work is ongoing, with the idea of having a face-book interactive type approach.
Item 6 – Update on Children and Young People Plan – Action Item:
Tracy reported that hard copies of the Plan are £8 each so are unable to distribute hard copies. It is available electronically on the Tameside Council website –

Item 4: Cash Box Credit Union Presentation
Yvonne Cartey attended for this item and gave a verbal presentation.
- Cash Box Credit Union has been operating for 10 years.
- It is a financial co-operative owned by its members.
- It is regulated by the FSA.
- To become a member you must live and/or work Tameside, pay a £2 membership fee and save a minimum of £13 a month.
- Members receive an annual dividend on their savings.
- Savings can be made by salary deductions, cash via collection points or standing order.
- Collection points are located in Hyde, Ashton and Denton. The registered office is at St Michael’s Court, Ashton.
- Advantages of membership are loans can be given from £50 up to £15,000, the interest is only 1% of your decreasing balance, no early payment penalties.
- Cash Box Credit Union will normally loan 3 times what a member has saved.
- All the big organisations have credit unions i.e. CIS, GMPTE, Police. Some big credit unions are larger than some of the smaller building societies.
- Cash Box Credit Union also offers a Christmas savings scheme – the Festival Club. Members save throughout the year and then receive a cheque in November.
Yvonne concluded her presentation by inviting questions and comments.
Jane-Ann questioned whether the Year 11 leavers at Stamford could be targeted in some way. Yvonne replied by confirming that a special leaflet could be produced particularly for Stamford.
Item 5: Ashton Regeneration
Carl Kelsall, who has recently joined the group, gave a presentation on the work and activities undertaken by St Peter’s Youth (SPY).
Due to technical difficulties, the DVD was deferred to a future meeting.
Item 6: Review and Update of Area Action Plan
6.1 Action Plan No. 2: Integrated Processes
Referral Arrangements
Tracy reported that the feedback from the consultation to align common assessments and referrals was very positive.
A report will be submitted to the CLT and CYPSP with recommendation to the effect of:
‘When a Common Assessment has been undertaken it will be used to request services without the need for additional paperwork or referral forms’.
Tracy also reported on the comments received from other areas ACMT meetings regarding reservations on this alignment.
Service Information Directory
Tracy reported that the Service Information Directory (SID) is still on target for the launch in April and in her opinion it is considerably better.
Tracy asked that ACMT members take a look if they get time. The front page has a form to leave feedback and comments.
It was agreed that it would be useful to bring the SID demo to a future ACMT meeting.
CAF Champion Project
Tracy reported that a CAF Adviser will be recruited on a 12 month secondment.
There will also be 12 CAF Champions who will already be working in a particular setting e.g. school, children’s centre and will become a champion for their setting / area.
This project is being funded jointly by the PCT / Tameside Council.
Tracy also reported that the introduction of a CAF Champion / Adviser in Stockport has greatly improved the figures of Common Assessments being completed.
Management Information: January and February
Tracy acknowledged that the figures may not seem correct because JASPER can only recognise cases that have confirmed addresses. There are currently approximately 9000 cases without such addresses so are not recorded on JASPER.
The figures for Ashton were looked at more closely and the results show that only 6 Common Assessments have been completed since December 2006.
Hopefully the introduction of the CAF Adviser will improve the figures.

Item 6.2 Action Plan No. 8: Monitoring Progress to Integration
Audit Commission Frontline Staff Survey
Tracy gave a presentation from the Audit Commission on the outcomes of the Frontline Staff Survey.
The presentation gave details of which services had responded and highlighted the responses to a number of key questions.
It then gave a summary of services that are working well and areas for further improvement.
A hard copy of the presentation was circulated and Tracy confirmed she would also email an electronic version to everyone.

Item 7: Review of ACMT
Tracy explained that the Terms of Reference had been circulated with the agenda for this meeting.
The ACMTs were established over 12 months ago and, as part of the Action Plan 07/08, the remit and role needs to be reviewed.
Tracy reported that the membership has recently changed with the addition of Carl Kelsall and will soon see attendance a rep from the Acute Trust.
Tracy reported that the Denton, Droylsden and Audenshaw ACMT suggested the area co-ordinators to put together a questionnaire to receive people’s views. The comments can then be reviewed at the next meeting.

Item 8: Voluntary Sector Engagement – Information requested from T3SC
A proforma had been circulated prior to the meeting.
Veronica Hyde, T3SC, has requested the completion of this proforma to establish:
- What active involvement / engagement do you have with the local voluntary and faith sector?
- What success has there been at meeting needs of young people?
Tracy requested that people complete this proforma and return to Jo Cole for collation. Jo will distribute the electronic version again for ease.

Item 9: Area Profile
Tracy explained that the current Area Profile contains a break down of the area by ward, showing the areas of deprivation, household statistics, crime rate, etc but that the suggestion is that it could be developed into a ‘commissioning’ tool. Mapping data and service provision would identify gaps and issues to address.
Tracy reported that she recently received the ward profiles from Shaun Walton from the Fire Service and it makes very interesting reading.
Annie reported that Connexions are now producing monthly statistics on NEETs and ‘unknowns’. This data is proving to be extremely interesting. For instance, out of total number of ‘unknowns’, 20% live in the St Peter’s area. Annie will bring the latest Connexions statistics to the next meeting.
Tracy requested for everyone to have another look at the Area Profile to identify how it can be improved in terms of content to assist agencies and partners to plan their services.

Item 10: JAR Area Network Event
Tracy reminded everyone that the JAR Area Network Event for the Ashton area is taking place on Friday 18th April at Ashton Town Hall, 1.00pm – 4.00pm.

Item 11: Stamford Pilot Update
Jane- Ann gave an update on the Stamford Pilot reporting that there have been technical issues because the database grew too large.
She has made the decision to start the database again, just inputting new data from every student from a specific date. She acknowledged that this is not ideal as it is not historical but it would be an impossible task to ask staff to enter all information held for every student.
She will give a further update once this process has begun.

Item 12: PCT Consultation
Tracy explained that, as well as the inclusion of a GP led health centre in the new build next to Lidl in Ashton, there is also some additional funding for new GP practices in Denton, Droylsden, Audenshaw, Mossley, Stalybridge.
The consultation will give people the opportunity to give their views on what services should be delivered in the new health centre in Ashton and also where the GP practices should be located in the other areas.
Tracy reported that the new health centre in Ashton is making great progress and part of it is open to the public. Tracy will email everyone the details of opening times, etc.
It is due to be completed and open in August 2008.
Tracy requested that ACMT members disseminate this information to their teams / colleagues.

Item 13: AOB
Tracy informed everyone of an exhibition, ‘Fit for Life’ which runs from April to October at the Portland Basin. Admission is free.
It explores medical advances and social change that has transformed health services and is aimed at children and young people to promote healthy eating and healthy lifestyles.
Tracy reminded everyone that the next meeting is taking place on Thursday 15th May at Rosehill Children’s Centre.
Tracy thanked Jane-Ann for the hospitality.
