52. Corporate Performance Assessment

Janet Callender, Chief Executive, Tameside MBC, reported that earlier that morning the Audit Commission had announced the results of the 2006 Corporate Performance Assessment and Tameside MBC had been awarded a "four star - improving strongly" rating, being only one of 10 Councils in England and Wales to achieve such rating, and the only Council in Greater Manchester and the north west of England.

The Chief Executive also reported that the Council was the first authority nationally to achieve Charter Mark status for all its services.

53. Minutes

The Minutes of the meeting of the Partnership held on 14th December 2006, having been circulated, were approved as a correct record.

Arising out of Minute 47 - Local Area Agreement - Up-date - it was reported that the final version of the Local Area Agreement had been forwarded to the Government Office North West and Ian Smith thanked Tom Coffey for his efforts in compiling the document.

54. Young People's Drugs Key Performance Indicators - Update

Lisa Lees, Joint Head of Community Safety, reported that with effect from 1st April 2007, responsibility for the commissioning services in relation to drug and alcohol misuse. The work was driven by the Young People's Group of the Crime and Disorder Reduction Partnership.

For some time there had been a recognition locally, and regionally, that there should be close links with the Children and Young People's Partnership and work was now included in the reporting framework of this Partnership. In additional this area of work had been identified through the Annual Performance Assessment process as a priority for Services to Children and Young People and included in the Children's Plan from March 2006. The work included strengthening links to the Alcohol Strategy and Teenage Pregnancy Strategy thus developing a more coherent approach to this area of work.

Reference was also made to the services provided by Branching Out, namely a confidential drugs service to young people and their families who were seeking advice and assistance around substance use and working alongside other professionals to support them around issues concerning substance misuse amongst young people.

55. Structure And Membership Of The Children And Young People's Strategic Partnership

Further to Minute 48 of the last meeting (14.12.06. refers), Tom Coffey, Head of Strategy and Commissioning, Services for Children and Young People, submitted a report proposed amendments to the membership of this Strategic Partnership as part of a move to clarify the governance arrangements and equip the Partnership to further develop children's trust arrangements within the Borough.
