1. Welcome

Sue welcomed everyone to the third ACMT meeting and introductions were made around the table.

3. Appointing a Chair

There was a discussion regarding re appointing a chair for future ACMT meetings, as the area co-ordinator acting as chair was an interim arrangement. It was agreed that Sue, as area co-ordinator, would continue to chair the meeting and this will be reviewed in 12 months time.

4. Minutes of 21 February and Matters Arising

The minutes were accepted as a true and accurate record.

Item 4

The venue for the ACMT meeting on 28th June will be changed due feedback from another ACMT re the room not being suitable for our requirements.

Item 5

Dave Munday as now been appointed as the fourth area co-ordinator, covering the Ashton area. Dave's previous role was with the PCT, as a Children's Centre Health Co-ordinator in Hattersley.

Item 7

The Domestic Violence Post have been successfully recruited too. These posts are funded for 12 months. Karen Davies has been appointed as the Domestic Violence Project Worker and Catherine Jowett has been appointed as the DV Business Support officer.

5. Managers' Updates

Don

  • Bennett Street is now closed for 12 weeks for renovation work. This will provide much needed provision in the area, and the hope is for other agencies to have bases there to promote multi-agency working. The Disability Youth Project are based at Bennett Street and deliver activities 2 nights a week.
  • There is still an issue surrounding segregated provision, for instance around the St George's area. The new vicar of St George's , Alan Bolton, is extremely keen to look at the youth provision and how it can move forward to attract young people from the whole area.
  • The new Hattersley Neighbourhood Manager has been appointed - Janet Frost.
  • The bid for the funding from the Arts Council has been successful. This will be £47,000 over 3 years.

Janet

  • Dowson have reviewed their Travel Plan, in liaison with Pamela Vaughn, the Travel Plan Co-ordinator at the LA. As part of this, developing cycling to school was of particular interest to the school because of the enthusiasm of the children.
  • Dowson are now involved with many cycling initiatives including Cyclops and the Bike It officer visiting school, and they have become a Go Ride school. As part of the Go Ride status, there is a cycling club on a Friday evening after school attended by coaches from the Mossley Cycle Club.
  • Some volunteers have recently taken part in a training weekend to train on how to take children cycling off-road.
  • The BEST team are to fund two modular units on the Junior Block site to use as bike stores. These stores will be used by many cyclists and the school will act as the base for cycling activities.
  • Funding has been secured from ‘Awards For All' and further funding has been secured from Sustrans.
  • The ‘Doctor Bike' event is taking place on 19th May, linking to the Tameside Health Festival. This is open to the community as well as school pupils.

Mary

  • Tameside has been identified by the DfES as a ‘priority authority' for attendance, as we have 5 secondary schools with over 10% persistent absences.
  • The DfES are working with the Education Welfare Service on early intervention and a multi-agency approach.
  • Primary schools will probably be targeted in a similar way next year.

Jo B

  • Connexions are extremely busy this time of year, with there being approximately 3100 Year 11 school leavers.
  • An Outreach PA has been employed for the Hyde, Hattersley and Longdendale area.
  • The Teenage Parent PA has started working a drop-in session at Post Office House, Hyde.

A discussion followed regarding the number of NEETs on record with Connexions for this area. Jo B explained that the Connexions Core Information System is still being refined and at the moment doesn't split data by area, only by ward.

Since the meeting, Jo has requested for any strategies for work for BME communities, especially young mothers, as the Connexions outreach and teenage parent PA are eager to get involved.

Sue

  • The CWDC are advertising for further applications to bid for funding. Michelle Farrell has been informed in relation to the funding. (Teenage Pregnancies). Sue also informed members of the CYPSP.

Joyce

  • Joyce started working for Tameside Youth Offending Team in July 2005.
  • Joyce has worked within the Criminal Justice System for 20 years and worked as a probation officer in Moss Side for 6 ½ years in the 1990s.
  • The Youth Offending Team work in a multi-agency office covering all of Tameside and includes staff from the police, probation service, social workers, youth workers, the prevention team, CAMHS, education welfare, Connexions, and housing visit the office on a regular basis.
  • Joyce manages the RAP team, who mainly deal with high risk cases involving multiple offences.
  • There are strong links with all the different teams located within the YOT, including the prevention team, who work on early intervention with 5-6 year olds right through to the ISSP team.
  • The RAP team have recently organised various positive events including a Girls Group and a Baby Residential. A Boys Group is planned for the future.
  • The Youth Offending Team deal with approximately 600-800 young people a year.

Beryl

  • The new Hyde Technology School will completed by 2010. It is currently in the design stage and we are bearing in mind space and the fact we will be working closely with other agencies.
  • Beryl is responsible for the review of the Sex Education Policy and is working alongside students, governors and the parent voice group. Gwynneth Johnson, Sex and Relationship Education Advisory Teacher has updated the groups on the current situation in Tameside regarding teenage pregnancies and STIs. Consultation will take place with a group of teenage parents to get their views and to make the policy more relevant to young people today.
  • Hyde Tech have recently regained their School Councillor who is based on site on a part-time basis. This is funded by Off the Record.
  • Hyde Tech are taking part in the Tameside Health Festival, but will be taking part the week before because of Year 9 and Year 11 exams. The Health Festival will last a week, be a whole school event, and cover the five outcomes of the Every Child Matters agenda.
  • The Learning Mentor at Hyde Tech is currently working with Flowery Field Primary School on a Peer Education project focusing on sexual health and alcohol.
  • The travel plan is currently being reviewed, with guidance from Pamela Vaughn.

Emma

  • Emma is currently the Children's Centre Health Co-ordinator, and is leading on the Health Visitor Review.
  • The lead for the School Nurse Review has not been appointed.
  • The entire PCT structure is currently changing, to reflect the 5 geographical areas (the 5th being Glossop).
  • By June, the 5 Health Visitor Team Leaders and 5 School Nurse Team Leaders will be in post, and Emma will be the Health Visitor Team Leader responsible for the Ashton area. It is proposed that in the future Health Visitor and School Nurse services will work much more collaboratively.
  • A new Director of Nursing as been appointed.
  • Health Visitors' work is moving much more into promoting bonding and attachment and interventions to improve parent/child relationships where concerns have been identified.
  • All Health Visitors will be trained to the Solihull model by 2010.
  • In the future, the Care Closer to Home agenda will mean that more community paediatric nurses will be employed with potential for them to work much more from children's centres, schools and other community venues.

Vicky

  • Previously the Programme Manager for SureStart Hyde, Vicky is now the Area Children's Centre Manager for Hyde, Hattersley & Longdendale.
  • SureStart Hyde work very closely with Barnardos and they achieve excellent results in engaging the Bangladeshi community and we aim to keep them in the area.
  • Vicky offered a ‘hot desk' at the Hyde Flowery Centre for any agencies visiting the Flowery Centre to use as a temporary base. Agencies visiting Post Office House are also welcome to ‘plug-in' where there's a spare desk.
  • SureStart Hyde have strong links with the Asian Healthy Living Project and the Bangladeshi Welfare Agency.
  • Many consultations have been undertaken in Hyde, and the general feedback is that BME communities want more training.
  • There is the possibility of the Asha building, behind the Bangladeshi Welfare Agency, being used as a creche facility to support access to training and assist with children being cared for outside the family which will help when they start school.
  • National Play Week is taking place on 1 st , 2 nd , 3 rd and 4th August, with activities taking place across Tameside. Vicky is co-ordinating the children's centre activities, and some activities will be taking place in Millennium Park . Veronica Hyde is leading on the clean-up operation. The main event will take place on 4th August in Hyde Park .
  • Joyce wanted to involve the young people from the YOT in the clean-up for the National Play Week events
  • Don wanted the young people from the Bangladeshi Youth Project involved in National Play Week.

6. Draft ACMT Action Plan

The action plan has now been approved by the CYPSP and the final version was circulated to the meeting.

7. Capability Maturity Model

Tom Coffey will be meeting with Andrew Wells from the Audit Commission regarding the ‘In the Eyes of the Front Line Workers' model. This may mean that a different model is then adopted.

An update will be given at the next meeting.

8. Staff Directory

Jo C updated the meeting on the progress being made on collecting information from schools. Once this information has been collated, agencies will be asked to send their contact information to Jo C.

9. Integrated processes – CAF sampling

The CAF sampling form has been circulated to members of all ACMTs for consultation before the final version is sent out for completion.

The Area Co-ordinators are meeting with Tracey Rowe this afternoon (24th April) to discuss the CAF form and obtain general feedback. The Co-ordinators are looking at ways to assist the progression.

Joyce

  • The YOT have a very sophisticated database already and it seems the CAF asks a lot of the same questions.
  • The transition period will prove to be a difficult time.

Jo B

  • Connexions are piloting the CAF form and they have given each senior adviser a target to meet by the end of April 07.
  • There is often a long gap between people going on the CAF training and the actual delivery – a refresher course is needed.

Don

  • The core full-time staff in the Youth Service haven't received the training.

Janet

  • The completion takes a huge amount of time.
  • The Headteacher, Deputy Headteacher and Learning Mentor have all received the training.

Sue

  • It may be worth exploring the possibility of a training session being delivered for a particular agency e.g. at a Youth Service base, at the Connexions office, etc. Managers would need to clarify whether this was

Jo

  • Is JASPER rolled out across Tameside yet?

It is fully operational and every young person should be on, but until all users have had training and received their login details, not all the information about each young person will be entered.

Beryl

  • How many members of staff from Hyde Tech have attended the CAF training sessions?

Andrea Reed will have the information on who has attended the training so far – 0161 342 2819.

10. Engaging secondary partners and community members

It has been agreed by the area co-ordinators that there will be a twice-yearly meeting for wider partner agencies to be invited.

The suggested months are June and December.

Unless there are any suggestions, the list of secondary partners to invite will be taken from the Terms of Reference.

This will be brought back to the meeting for an update once further progress has been made.

11. Learning about regeneration activity

In order to gain a wider knowledge of the regeneration activities that take place in the area, members were asked if they would be happy for guest speakers to be invited to meetings.

It was agreed that this would be beneficial.

There is currently a huge amount of activity taking place surrounding the Hattersley Neighbourhood Centre, and it was felt that Janet Frost, the new Hattersley Neighbourhood Manager, should be invited to the next meeting to talk about the Hattersley Neighbourhood Centre and the impact that regeneration has on the community.

12. Minutes distribution

It was agreed that the current system is working well and everyone is receiving the papers in good time. Schools also receive copies of the papers for information.

13. AOB

Sue highlighted the passage on Area Co-ordination in the spring 2007 News & Training Booklet for Governors. The information reads well and helps to raise the profile of Area Co-ordination with schools.

Janet followed on from this with positive feedback from the Heads & Chairs Briefing where Tom Coffey gave a presentation on Area Co-ordination.
