1. Welcome
Julie welcomed everyone to the 4th ACMT meeting, in particular the people who were attending the meeting for the first time.
Introductions were made around the table.

3. Notes of last meeting and matter arising
The minutes were agreed to be a true and accurate record.
Item 3
- This meeting could not be held at Ridgehill Children's Centre due to electrical problems. The official opening looks set to be in the next few weeks.
- A ‘Play Day' is being organised for Saturday 4 th August, to launch the Play Strategy. It will be held in one of Tameside's parks.
- Recruitment for the CWDC-funded domestic violence posts has been successful, and both people are now in post. Karen Davies is the Domestic Violence Support Officer and Catherine Jowett is the domestic violence admin support officer.
Item 4
- On the whole, the system for distributing minutes and papers is working successfully.
- Wendy Midgley asked to be on the distribution list, as she will be sharing attendance with her manager, Lisa Cane.
Item 8
- Julie & Jo updated the meeting on the progress of the staff directory. Schools are currently returning their information to Jo and other agencies and services will be asked to do the same. Eventually, there will be a booklet produced for each geographical area.
Item 9
- The area co-ordinators have received a lot of feedback regarding the CAF process.
- The completed templates showing early CAF sampling are being collated by Dave Munday. Early indications show that not many CAFs have been completed in the Borough.
- The area co-ordinators have been looking at other authorities for examples of good practice. In Derbyshire, the Lead Professionals have their own budgets. In Reading , they are running a pilot and that seems to be successful.
- Bob has submitted a bid to the CWDC for a new type of worker to assist with the CAF process. Successful bidders will be notified during the first week of June.

- The 6-monthly meetings to invite the wider audience will begin in September 2007.

- Work to link with regeneration activity is ongoing in all four areas.

4. Managers' Update
Alison
- The PCT is currently undergoing major changes.
- There will be a provider arm and a commissioning arm.
- Alison gave a rough idea of the provider arm management structure as it stands at the moment.

Pauline
- Pauline is currently the Programme Manager for Hattersley Sure Start but from Monday 28th May, she will be the Area Manager for Children's Centres and Extended Schools for the Stalybridge, Dukinfield and Mossley area.
- She is currently based at Dukinfield Children's Centre and can be contacted on 0161 351 9032. She will be based at the new Ridgehill Children's Centre once they are up and running in the next 3 weeks.

- Joan works for COLT (formerly TRASST).
- COLT consists of 10 staff including the 2 new domestic violence posts.
- COLT works with travellers - gypsies, irish, roma, fairground.
- COLT works closely with schools, offering in-class support and one-to-one sessions.
- They also work closely with other services i.e. Children's Social Care, Health, Children's Centres.
- Pastoral and welfare support is offered to asylum seekers and refugees, and help with admissions to schools.
- They deliver cultural awareness training in schools, as well as therapeutic work at Springleigh Clinic for asylum and refugee children.
Sue
- Sue is the Headteacher at Arlies Primary School , which is a one-form entry school.
- Although as a school they don't have a great deal of involvement with many of the services at this meeting, she is interested in the topics discussed and will report back to the Stalybridge Primary Cluster.
Wendy
- Wendy is the Assistant Team Manager for the Stalybridge, Dukinfield and Mossley Assessment Team.
- Within this team, there are 9 social workers, 2 community support workers, 1 student social worker, and 3 business support workers.

- There are no longer duty social workers. The social work teams are now generic and will undertake duty work on a rota basis, meaning that any 2 social workers will have the responsibility for dealing with any duty work (which will become known as ‘first response'). There will be a third worker available who will support the first response service. This worker may be a family or community support worker.
- Wendy and Gabrielle updated the meeting on changes taking place within the Assessment and Family Support Teams from 1st July, with regards to the shift of responsibility for caseholding. These changes will take place in stages, which could take months to complete.

5. Area Action Plan

- 4.1 - Julie explained the remit of the Participation Network Group.
4.5 - Julie explained the outcome based accountability model. - 5.3 - An example of integrated working is Salford - they have a BEST team in each of their 5 geographical areas, each with a team leader and a budget.

- Julie reported that another model may be adopted in place of the Capability Maturity Model. Ian Smith has commissioned the Audit Commission to explore other models. Julie will report back once there are any further developments.

Julie explained that some of the dates will need to be reviewed as these were a little ambitious. Julie will bring the action plan back to the meeting with an update on the progress on some of the actions.

6. Appointment of a Chair
It was agreed at the last meeting that Julie would continue to chair the meeting, and this remains the same.

7. News from the Areas
Julie
- There are a number of pupils at Mossley Hollins who are eager to become Volunteers. One of these pupils attended Mossley District Assembly requesting more provision for young people in Top Mossley, he has gained the Sports Leadership Award and is keen to be a Millennium Volunteer when he is 16.
Linda will contact the school regarding the pupils being involved in Dreamscheme. - Julie and Catherine Mee are currently working on the Parenting Strategy. This involves bringing together all services that offer parent support. There is a multi-agency reference group meeting on 12 th June which will be an opportunity to map all the services, courses and training activities on offer.
- A bid was made to Fairshare for the Micklehurst area. There is an identified need for provision for young people in the school holidays. The bid was successful and work started at Easter. Cyclops has been commissioned to deliver a bike project to young people. The Youth Service is working with the young women in the area and work is taking place with younger children in the school holidays in Micklehurst school.
- Linda followed on from this by highlighting the fact that there are problems with the Mossley Youth Base and it would be worthwhile visiting colleagues in other authorities to look at examples of best practice.
- Julie is having a meeting with Steve Moss from New Charter to look at developing activities for C&YP who live in New Charter areas.

- The official openings of both the Ridgehill Children's Centre and the Dukinfield Children's Centre are imminent. Once day care providers have been established on the sites, official opening dates can be set.
8. AOB
There was a discussion regarding issues and experiences surrounding the CAF process.
Anne
- Services are not going to complete a CAF form is they know they can get the support without it. If it is therefore made compulsory to fill one in to get the relevant support, this will cause an unnecessary bureaucratic system.
- It is sometimes very difficult to get parent participation / consent.
- The CAF form should be completed at the Child & Family meeting when all the relevant services are present.
- Are people applying the JASPER/CAF training appropriately? Are they using the system effectively? Are people waiting for an implementation date?
Julie
- Point to note: people cannot access JASPER if they have not been CRB checked. This is causing problems in schools as well as other services.
- Not every part of a CAF form has to be completed.
- Connexions are trialling a process where some of the information on the CAF form is pre-populated with the information they already hold.
- Bob has visited colleagues in Stockport to see examples of their working practice.
- In some schools, the responsibility of completing CAF forms has been allocated to the learning mentor.
Sue
- Not all schools have learning mentors - in the Stalybridge Primary Cluster there are only two schools with learning mentors.

- Can the ACMT members have feedback on the percentage of staff that have completed the training, and in what areas of service?
- Based on this percentage, can the implementation date be set?
Julie fed back on her Mock JAR interview yesterday.
There was a discussion regarding where parent support classes can be advertise and made public. As part of the Parenting Strategy, Julie will be commissioning a webpage on the Tameside website on parenting. There were suggestions about putting adverts in the Advertiser, and giving leaflets out at supermarkets and in playgrounds.
