Minutes of the Enjoy and Achieve meeting held 20th May 2009

Item 1: Welcome

Graham welcomed everyone to the meeting and introductions were made around the table.

Item 2: Apologies

Graham noted the high number of absences and the message this sends out to CYPSP

Item 3: Notes of last meeting and matters arising

Minutes from the last meeting were circulated. 

Item 5 + 7 were not covered and need reflecting on in the minutes. There are no matters arising.

Caroline queried whether Regen K2 and 4 data should be feeding into revised Enjoy and achieve group. January data to be available Primary and Secondary data (based on post code data) Easy to track progress on individual children/cohorts.

Item 4 – Achieving stretching national educational standards at Secondary School

Max talked through the report card. Graham noted Key Stage data looks promising but needs contextualising against statistical/national data. This will need reflecting in the report to the CYPSP in December. Targets are challenging and getting Schools to be realistic and challenging is focus for SIPs.

Gender differences were looked at and gap in English reading skills at Key stage 3
Maths narrowing gap L5 + L6 boys above girls generally.
Science - No discernable gap

Graham noted that data being analysed is often out of date

Joyce Talked re: E Rooms stores up to date data at K2, 3, 4 and the need to make more sense of this. Joyce noted that at K4 that indications are of a good level of attainment even if targets are not being met.

Max noted that strength of partnership working has been key to narrowing the gap and improvement in schools performance at schools floor targets of 30% 5A-C’s K4.

It was noted that there is a lot of work still to be done with narrowing the gap for vulnerable and equality groups.

Max noted that resources that have come in through Greater Manchester challenge have been really good. In addition Max spoke about National strategies and how this has worked with Greater Manchester Challenge and how this is supporting School leadership. Two Trees is a good example of 2 schools coming together.

Joyce raised the need for Youth Service to be represented on the Group. Graham suggested that the Enjoy and Achieve group needs to be directive in work of partners for children on FSM (Narrowing the gap) e.g. 1:1 Tuition.

Bev noted that even with this gap there will be ones with higher vulnerability and planning for them. Max noted that 1:1 tuition strategies are looking more to evidence of impact. Caroline talked about the difficulties of housing for asylum seekers/ refugees (resident in Holy Trinity area) and impacts on Education and the role of FAST Club in that area. Need for Council services to contribute to the Education agenda.
KS4 data against the SALTs target( expected level of progress @ end of K2 and K3 which is 3 levels) was discussed and Tameside is poorly performing currently. It is a measure for both achievement ands attainment

Item 4.1 Report Card Judgement

The report card was judged as heartening with exception of Children on FSM

Item 5 - Narrowing the Gap (Report Card)

There are stability issues for the LAC and out of borough placements, and gaps in provision for these children

Graham noted that value added data is key to this gap as opposed to actual attainment data.

Graham wants progress information, Ameena noted gaps in provision and need to ensure that key workers can know what services are available.

Nicks report to be sent back to data team and to be compared with FSM, exclusions and BME data. Ameena to send back to Jane Drapers team

Needs 2009 data in it to inform the CYPP and accuracy of it.

Item 6 – Report to CYPSP

Draft report to be circulated to the Enjoy and Achieve group for comments before submission.

Item 7 – Date and Venue of next meeting

Date of next meeting will be January 2010. Elaine Biggins to circulate a date to the group
