Item 1: Welcome

Sue welcomed everyone to the 4 th ACMT meeting and introductions were made around the table. Those who needed to gave a brief update of their service area did so.

Helen

  • Helen is part of the EBD Team based at the Jet Centre, working alongside the BEST.
  • The BEST is a multi-agency team, picking up referrals regarding vulnerable children.
  • Included in the BEST are reps from CAMHS, the police, education psychology, family support.
  • The BEST work in the schools that are part of the BIP.
  • The EBD team consists of 35 staff – teachers, nursery nurses, and teaching assistants.
  • The EBD team work with children aged between 3 – 16 with emotional and behavioural difficulties.
  • A project is currently being undertaken in early years non-maintained settings to establish stronger links.

Sue

  • Dave Munday, the Area Co-ordinator for the Ashton area is leaving 28 th June to take up a post in London . The advert for the post will be going out next week.
  • Whilst the post is vacant, Julie Lord and Sue Garnett will cover the Ashton ACMT meetings, and Pat McKelvey and Bob Shaw will cover the Be Healthy Outcome Theme Sub-group.

Julie (awaiting amendments)

  • Julie is one of two Health Visitor Team Leaders (the other being Karen Holden, starting in October) appointed for the Hyde, Hattersley and Longdendale area.
  • Julie spends 2 days a week as the Health Visitor Team Leader and the rest of the week as a Health Visitor at Rosehill Children's Centre.
  • When a Childcare Co-ordinator has been appointed for Hyde, Hattersley and Longdendale, that person will attend these meetings.

Item 3: Notes of last meeting and matter arising

The minutes were accepted as a true and accurate record, with no matters arising.

Item 4: Update on Hattersley Neighbourhood Partnership and Regeneration

Janet Frost attended for this item. (awaiting amendments)

The latest newsletter and the Children and Young People Theme Group Action Plan were circulated. After discussing the Action Plan is more depth, comments were invited.

It was suggested that reference to anti-bullying needs to be made.

  • Janet is the Hattersley Neighbourhood Partnership Manager, and took over from Hazel Cooper.
  • Early 70s - investment in Hattersley stopped.
  • The first regeneration funding from the Government was the SRB funding, which ran for approximately 4 years.
  • Hattersley and 19 others areas are designated Pathfinder areas. This means the Government are committed to making changes in those areas.
  • Approximately 3 years ago - 4 million Neighbourhood Management funding.
  • Also receive Neighbourhood Partnership funding.
  • Funding is received from the Government, and is awarded to priority neighbourhoods based on certain criteria e.g. health, education, worklessness.
  • Funding is awarded to co-ordinate and manage services.
  • Current funding comes to an end in March 2008 - new allocation to be decided in October/November 2007.
  • The way funding is allocated will also change. Historically, funding comes direct from the Partnership. From March 2008, funding will initially be received through the LAA, and will be allocated accordingly.
  • The Hattersley Neighbourhood Partnership has evolved over time. There are now Theme Groups: -
  • Jobs and Training
  • Housing
  • Environment
  • Community Safety
  • Health
  • Communication
  • Children and Young People
  • Each of these Theme Groups have an action plan, and a mixture of residents and service providers attend the meetings. The action plans show residents and the local authority that changes are being made through outcomes and performance indicators.
  • Investment – 7/8 years – 800+ 2,3 and 4 bedroom houses. Apartments to be built near the train station – this will change the whole make up of Hattersley.
  • The Hattersley Neighbourhood Partnership are currently undertaking a piece of work to establish the needs of the existing working population in Hattersley, in terms of employment and training.
  • It is possible that the Community Centre will soon be relocated to Stockport Road , as part of a major development including a large retail unit and a cyber café. If the Community Centre does relocate, the gym will relocate to the Ken Ward Centre, which currently does not have any indoor provision.
  • Discussions are currently underway regarding upgrading the railway station.
  • There are currently two avenues for publicity for Hattersley:
  • Hattersley Terrier – run by the Hattersley Neighbourhood Partnership – distributed to every household.
  • Hattersley and Mottram Community News – community run – lead contact is Muriel Stretton.
  • The Partnership are looking at how the children and young people theme group is run, and new models for integrated working to deliver the services that the residents want.

Sue thanked Janet for a very informative update session and invited Janet to a future meeting to give an update on the Newton area.

Item 5: Action Plan 2.1 and 2.2 - CAF Sampling Feedback

Before studying and discussing the information, Sue explained that the data was not entirely accurate, as detailed in the summary circulated.

The flowchart was discussed and the overall feeling was that it makes the process simpler and more straight forward.

What is the responsibility of the Lead Professional? Can someone take on this additional responsibility on top of existing workload?

It would be useful to receive feedback from examples of service providers who have completed a CAF.

Would it be possible to have a CAF Champion in each of the high schools?

Sue responded by agreeing to discuss this with the primary and secondary school reps, who unfortunately couldn't attend today's meeting.

Did people feel additional training / workshops were required?

There is still the fear factor associated with completing a CAF. Workshops would help to demystify.

The CAF Sampling Feedback will help to identify areas where training has been received but CAF completion numbers are low - what is the reason for this?

The bid for a CAF Champion was not successful - awaiting feedback. Other option are being explored regarding existing capacity.

In Trafford, each service area has a lead professional, who has overall responsibility for CAFs and offers help and advice.

Item 6: Action Plan 4.4 – Twice yearly meetings

The purpose of these meetings is to include the partners and agencies not involved in the ACMT meetings, as listed in the Terms of Reference.

Sue acknowledged that the list in the Terms of Reference is open to alteration.

Comments and ideas regarding the draft programme were invited.

Suggestions

  • Libraries need to be included on distribution list.
  • The VCF sector could have stalls showing the activities they offer.
  • An ideal venue would be a school.
  • Careful consideration would need to given on how presentations are delivered – need to promote shared ownership, not ‘us talking to them'.
  • It would be good to hold the event before the half term in October, i.e. w/c 22 nd October, especially for showcasing the activities that take place in schools holidays.

The content of the agenda, the venue, and the date were all agreed in principal.

Item 8: AOB

1. Update on Bennett Street Youth Base (Mark Burrows)

The team at Bennett Street are utilising space at Hyde Technology School to deliver provision whilst Bennett Street is closed. This arrangement may develop into provision being delivered at the school on a more permanent basis.

  • Children's Centre Team of the Year (Vicky Cuddy)
    The Hyde Children's Centre have been nominated for Children's Centre Team of the Year. They are travelling down to London today (28 th June), along with the other finalist team, for the final stage of the competition. The Awards Ceremony takes place tonight.
  • Arts Council Bid (Mark Burrows)
    The Youth Service were successful in the Arts Council Bid. This is funding for 3 years, equating to £48,000. This funding will enable professional artists to be brought in and, this in turn, will attract more support and funding externally. An Art Exhibition is planned for March 2008.
  • Greater Manchester Music Event (Mark Burrows)
    This event will see 20 young people from this area taking part. Scheduled to take place on 29 th July at the Bridgewater Hall.
  • Hyde – Priority Area (Vicky Cuddy)
    Vicky is gathering together evidence to support the identification of Hyde as a priority area. This evidence has to be submitted in October.
