1. Welcome
Bob opened the meeting by welcoming everyone and thanking them for their attendance.
It was noted that at present a Children's Centres rep and a Secondary School rep are yet to be appointed.

3. Notes of last meeting and matter arising

4. Dates and Venues for Future Meetings
It was agreed that future meetings would, where possible, take place on Friday mornings.
The dates of future meetings for 2007 were agreed as follows: -

5. Update of Membership of this Team
An interim Children's Centres representative will be appointed for the next meeting.
A Secondary School representative will be appointed for the next meeting.
Gina Jones will not be attending these meetings long term, due to the restructuring at the PCT. The PCT will be making an area health care coordinator (for children) appointment in the near future. Gina 's position on this team is therefore an interim one.
Anne Wilson has left the service. Options are being looked at for an extended schools consultant for Denton .
6. Managers' Update
This item continues from the previous meeting. Its purpose is to give members an insight into the roles and responsibilities of the partners.
It was agreed that the updates would be limited to 3 members per meeting - members will be notified in advance as to whose update slot is on the next agenda.
John Rogers
- Headteacher at Greenside Primary School and Children's Centre.
- 80 staff - made up of core staff and extended services staff.
- They are a school-based children's centre.
- They have very strong partnerships with the voluntary and community sectors.
- They have been offering extended services since 1996.
- They are part of the ‘Local Network of Schools', which is fundamentally based around exploring how different head teachers can have different roles within the area / cluster.
- Their extended services cover, amongst others, health and social activities for the community.
- They work closely with the PCT, and the Education and Children's Social Care areas of Services for Children and Young People.
- For the future, they plan to develop the health partnership further.
Ken Davies
- Ken is a Connexions Team Manager.
- Connexions is now over four years old and has developed out of the Careers Service.
- They work with 13 - 19 year olds - this is extended to 25 years old for young people with a learning disability or difficulty.
- In total there are 64 staff including clerical and support staff, some staff being employed on a part-time basis.
- The front line delivery staff are split into two main functional areas - clients in education (pre and post 16) and clients who are NEET.
- Ken manages one of the two NEET teams and has a specific responsibility for networking with agencies supporting young people within the Denton, Droylsden and Audenshaw area. There are currently 8.2% of all Tameside 16 - 18 year olds who are NEET.
- Personal Advisers are allocated to work with clients in every school across Tameside. There is the full time equivalent of just under 5 personal advisers working in the 7 schools within the Denton, Audenshaw and Droylsden area (St Thomas More, Egerton Park, Two Trees, Audenshaw, Droylsden, Fairfield and Littlemoss). For those post 16 clients who become NEET, Personal Advisers and Connexions Assistants work out of the two Connexions centres in Ashton and Hyde, but also support clients via home visits and via other agencies. NEET clients are primarily allocated on an alphabetical basis if they are attending one of our centres.
- In this way there are nominally 6 further staff allocated to the Denton / Droylsden / Audenshaw area, with one Personal Adviser allocated a specific 'outreach' role within that area - Julie Sattler .
- Tameside has an annual cohort of approximately 3100 per year group with 74% of Year 11 students who left school at 16 years of age in the summer of 2006, entering further education.
- Connexions works with employers, training providers and a wide range of voluntary and statutory agencies including the Education Welfare Service, the Youth Service, the Youth Offending Team, Branching Out, Children's Social Care, Job Centre Plus, various housing agencies, TMBC, etc.
- They help organise a number of open days and events, one such event highlighted at today's meeting was the Jobs Fair, which took place at Hyde Town Hall last week. This event was successfully organised by TMBC, Job Centre Plus and Connexions with 24 major employers recruiting on the day and a further 14 support agencies to help a total of 1400 clients who attended throughout the day.
- The Pre-16 and Post-16 teams work extremely closely together to ensure the transition process for young people goes as smoothly as possible. There is a special focus on young people with additional needs.
Diane King
- Youth Service Manager for Denton / Droylsden / Audenshaw area
- 18 staff in the team.
- Denton South, Droylsden and Audenshaw each have one full time member of staff.
- The rest of the team consists of part time staff, working 7 hours a week, mostly in the evenings and at weekends.
- Staff also do a number of residentials.
- Their aim is to get young people more involved and engaged, and developing young people's work.
Denton South
- There is a provision in Haughton Green, shared between the Youth Service and the Haughton Green Young People's Centre.
- Years of campaigning, and the involvement of councillors have seen the centre being renovated into a multi-functional centre.
- Haughton Green is a multiple deprivation area. In the past it has had two dispersal orders, and the Youth Service is working with various partners to engage young people and provide a space where they feel they have ‘ownership' of.
- There is a multi-use games area which is a common ‘hang-out' for young people, because they feel they have no-where else to go.
- There is a gap in the provision in Haughton Green and other services need to become actively involved.
Audenshaw
- Recent re-launch of the Beyer Project - formerly Beyer Peacock.
- Beyer is a space for young people.
- Young people have been involved in the design and funding.
- It still needs further development and funding.
- Other areas use this provision, such as Clayton and Manchester .
Droylsden
- Only one provision in Droylsden - Lewis Road .
- In the middle of a park - formerly the gardener's hut.
- Open Monday and Wednesday evening for seniors and Monday evenings for juniors.
- It is very busy - on average there are 30-40 young people every night.
- This centre needs further development.
Dane Bank
- No provision in Dane Bank - not seen as an area of poverty.
Detached Teams
- Two workers on the streets - going to wherever young people are
- The Youth Service delivers work in all secondary schools. They work with the School Council at Egerton Park .
- Various awards are offered as an incentive to get young people engaged, for example, the OCN awards.
- The service is currently under review due to the scheduled JAR inspection. They will also be having an enhanced Ofsted inspection. This may result in the roles of workers and school work changing.
- It is hoped that when the new academies / schools are built in Ashton, Droylsden and Denton, a space can be included in the building design specifically for young people to use as a recreational / social area and evenings and weekends. This is an opportunity for the future.
- The Youth Service has strong links with Connexions, the Education Welfare Service, the Youth Offending Team, and schools.
- They also work closely with Housing Associations. Irwell Valley, the social landlord in Haughton Green, are very pro-active and fund a lot of the work delivered. New Charter are currently working on the ‘Dream Scheme' which is focused on young people on the Yew Tree estate ( Denton ). The aim is to engage the young people and also to work with the management of the youth centre to enable young people into the centre.
- The Youth Service is part of the Denton South Partnership to represent young people's views in that arena to the meeting - the aim is to carry on the work of Cllr Arthur Grundy and invite young people to attend the meetings.
- The work of the Youth Service includes looking at the issues facing young people, and building their self-esteem / self-confidence. The purpose of the Youth Service is to enable young people aged 11-19 years to become independent, positive member of their communities by
1. providing and developing safe, quality educational projects so that they can enjoy, achieve and actively participate,
2. targeting areas of multiple deprivation,
3. working with young people.

7. Where is Area Co-ordination Management and where are we heading?
Bob gave a presentation.
It was agreed that the DfES ‘Onion' was a useful diagram.
Bob explained the favoured tool for measuring the progress of integration, the Capability Maturity Model, which is available on the ECM website (http://www.everychildmatters.gov.uk/search/IG00151/
) and went through the Capability Maturity Model table on Slide 6 in more detail.
Gina reported that Pat Mckelvey has been appointed as the Strategic Lead for Children - covering the Local Authority and the PCT. Her new post will commence 1 st February.
In relation to Slide 8, Bob gave a recent example from an event he attend in the morning of ‘Low Cost / High Volume' services as being ‘Places2Be' - a national organisation offering a counselling service in schools. There are others.
By the next meeting, it is hoped that a draft Area Action Plan will have been approved by the C&YPST and will then available to this meeting to enable members to add further value to this plan of work.
Bob explained membership from Inclusive Services is being looked at again.
There was a discussion as to what services are expected to be integrated, especially in terms of the PCT.
Lynne felt that extended schools are intended to become the heart of the community, with all services working together.

8. Staff Directory
The Staff Directory is to be set up to give members a comprehensive list of key members of staff, where they are and how to contact them.
It was agreed that schools will list the key members of staff i.e. SENCO, Learning Mentor, Child Protection Officer, but not every member of staff in the school.
It was agreed that all schools in the Denton / Droylsden / Audenshaw area should submit their staff list.

9. Integrated Processes – Emerging Issues
Issues have arisen regarding the completion of CAF forms.
It was reported that so far two have been completed in this area by a primary school. Bob also noted that 80% of CAFs completed in an East Riding CAF pilot were completed by schools and that 90% of CAFs had led to the appointment of a lead professional who was not school based.
It was agreed that there needs to be some sort of system to monitor the progress of the completion of the CAF forms. The intelligence gathered here and at other Area Coordination Management Team meetings will need to feed into the ISA steering group and from there to the Children's Leadership Team and C&YPST.
10. Family Learning Projects
Lynne Percival explained that Family Learning Projects are intended to take place borough-wide and for the one being planned specific to this area in Greenside on ICT, Maths and English, discussions are in progress.
11. Consultation / Participation
Lynne Percival reported briefly on the Participation Network.
Due to lack of time, this item was deferred to 16th March.
