To chair meetings of the District Assembly and ensure the effective management and running of the Assembly's business. This involves directing the Assembly's business agenda and the effective management of the Assembly's deliberations and maintaining a public image of the District Assembly as the focus for local decision-making on matters delegated to it by the Cabinet and the Council.
- To attend all meetings of the District Assembly and meetings with the appropriate Cabinet Deputy.
- To ensure the District Assembly has a business plan covering all relevant activities for the municipal year (and beyond where appropriate).
- To ensure that effective consultation and public participation takes place on Assembly business, including the operation of the Open Forum at Assembly meeting.
- To determine, in conjunction with the Democratic Services Unit, arrangements for special meetings of the District Assembly.
- To ensure all Members of the Assembly work in a co-operative and supportive manner.
- To encourage Assembly Members to benefit from appropriate training and development to deal effectively with the Assembly's business.
- To ensure the Assembly conducts its business in a manner consistent with the requirements of the Council.
- To encourage advisory group members to work with individual Assembly Members on their specific responsibilities.
- To take specific responsibility for ensuring support to advisory group members and ensure they are able to participate fully in the business of the Assembly.
- In conjunction with the Town Manager to have overall responsibility for services provided by the District Assembly.
- To ensure specific responsibilities are undertaken by Frontline Members of District Assemblies.
- To carry out the duties identified in the job profile for Frontline Councillors.
- To prepare and present a report to full Council in accord with the Council's Standing Orders and answer questions raised regarding the District Assembly.
