What is an Equality Impact Assessment?

An Equality Impact Assessment or EIA is a systematic process that helps services to identify where and how proposed policies or existing services could improve their ability to serve all members of the community fairly. At the moment, EIAs specifically look at access to service and service delivery issues around race, disability and gender but in due course these categories may be extended to age, sexuality and religion.

All EIAs follow a similar process and staff that carry out EIAs have received training to assist them to undertake the assessment effectively. The process begins with setting and assessing the topic for the EIA, which is normally a service or part of a service. This is followed by a process of research to assess the current situation and the extent of available information. Consultation with service users and other groups that may have an interest in the service is then carried out, which can help to fill gaps in the information available. Finally, all of the information as considered as a whole and judgements are made about what course of action needs to be taken to deliver services as equitably as possible while meeting the specific needs of some groups. These targets are written into an action plan that is monitored on a regular basis by the service responsible.
