3.Tougher Enforcement - Getting tougher on young offenders



Activity: 3.1 Improve access to group work programmes, priority given to serious offenders

Progress: Programmes have been established to run 2 X 6 week groups and 6 young offenders have now completed the "Star" programme.

Activity: 3.2 Recommission Drug Arrest Referral Scheme and develop an Alcohol Arrest Referral Scheme

Progress: The Drug Arrest Referral Scheme is now operational and referral options for alcohol misusing offenders is currently being explored.

Activity: 3.3 Develop a local alcohol strategy

Progress: A local alcohol strategy has now been developed and a full draft of the strategy has been completed. The draft will be submitted for consultation on 11 September 2003.

Activity: 3.4 Increasing number of young offenders in the restorative justice process

Progress: The numbers of young offenders serving restorative justice community and custodial penalties has now increased in Tameside from 32% to 59%

Activity: 3.5 Improving service to offenders committing burglary

Progress: To be updated.

Activity: 3.6 Increasing the level of parental involvement to reduce offending by children and young people:
  • Offer voluntary support to all parents/carers through court reports and at final warnings;
  • Invite and encourage parents/carers to attend referral order panel meetings;
  • Parenting order where parents non-attend

Progress: To be updated.

Activity: 3.7 Improve links with ethnic minority groups to reduce racist or intolerant views of young offenders

Progress: Improved links with ethnic minority groups have been achieved through:

  • The recruitment of 10 volunteers
  • The recruitment of 15 Referral Order panel members
  • 10 separate reparation activities have been carried out within ethnic communities to date.

Activity: 3.8 Increase use of sports and leisure facilities to reduce disorder and crime

Progress: This activity has now been address through the appointment of a full-time Sports Development Officer. To find out which schemes have been instigated since the appointment please refer to www.tameside.gov.uk/environment/year2003/schoolsport

Activity: 3.9 Enforcement of all court orders which depart from the National Standards to impact on  recidivism and increase confidence in the Court

Activity: 4. Improving service to persistent young offenders (PYOs): identify all PYOs and review at monthly case manager meeting.

Activity: 4.1 Provide more information to District Assemblies, work more closely with District Assemblies

Progress: A Year of the Environment Reporting Officer is now based within District Assemblies who liaises with the Youth Offending Team on a regular basis.

Activity:Develop two sports referral schemes for children at risk by partnership of Sports Development, Youth Offending Team and Children's Fund

Progress: The JSLA & Top Link Awards have now been established and 8 of the 11 secondary schools targeted now deliver the Junior Sports Leadership Award, as part of citizenship lessons.Partnerships have been developed and the first Meeting of the new Tameside Children & Young Peoples Strategic Partnership took place in April.
