You may be able to claim Second Adult Rebate (2AR) if you have non-dependants living with you who are on a low income.

Who can claim?

If you are excluded from receiving a 25% Single Person Discount on you Council Tax bill due to non-dependants living in your household, you can apply for Second Adult Rebate.

To qualify for a Second Adult Rebate the second adult(s) i.e. non-dependants must be:-

  1. Aged 18 or over
  2. Not liable to pay rent to you and
  3. Not jointly liable to pay Council Tax

How to Claim?

  • Download an application form 75.25 KB Adobe Acrobat Format from your local Customer Service Centre or Benefits Office.
  • Provide proof of your non-dependant's income
  • Provide your National Insurance Number, proof of it and two forms of identification for yourself.
  • Return the completed form to the Local Authority.

How much rebate will you get?


Non Dependants Income % of Council Tax Bill which will be rebated
Second adult in receipt of Income Support (IS), Income based Job Seekers Allowance (JSA (IB)) or Pension Credit (PC) 25%
Second adult not receiving IS, JSA(IB) or PC and gross income is less than £169.00 per week 15%
Second adult not receiving IS, JSA(IB) or PC and gross income is between £169.00 and £219.99 7.5%
Second adult not receiving IS, JSA(IB) or PC and gross income is £220.00 per week or more Nil


Better Buy?

In some circumstances a person may be entitled to both Council Tax Benefit and Second Adult Rebate.  In these cases, the Local Authority will award the higher of the two benefits.
