Forward Plan

 

For the 4 month period 1 January 2016 to 30 April 2016

This plan contains all the key decisions which the Council expects to take over the next four months. It will be refreshed regularly and will contain the expected decisions over the stated period.

A decision notice for each key decision is published within five days of it having been made. This is open for public inspection on the Council’s website: www.tameside.gov.uk.

The law and the Council’s Constitution provides for urgent key decisions to be made provided certain criteria are met. A decision notice will be published for these in exactly the same way.

The Plan also contains a summary of previous key decisions made since the start of the 2014/15 Municipal Year. Historical key decisions can be found at:  http://public.tameside.gov.uk/forms/Committeedocs.asp

Definition of a Key Decision:

A key decision, as defined in Article 17 of the Council’s Constitution is:

  • any Executive decision which requires a budget expenditure of £30,000 or more that is not in the budget presented to Council;
  • any Executive decision to vire £500,000 or more in the budget presented to Council;
  • any Executive decision where the outcome will have a significant impact on a significant number of people living or working in 2 or more Wards.

A decision taker may only make a key decision in accordance with the requirements of the Executive Procedure Rules.

Recommendations:

1. Cease providing the Opt In Service as a Council run service and look to alternative provision in the independent, charitable and volunteer sector
2. Enter into negotiations with independent, charitable and volunteer sector providers to re provide key elements of the Opt In Service namely access to educational opportunities, recovery support group facilitation and depression support group facilitation
3. To invest £30,000 of resources to support the provision of services in the independent, charitable and voluntary sector

Future Model of Provision for a Respite/Short Stay Service for Adults wit a Learning Disability
Recommendations
1. It is noted that the Care Quality Commission require the Council to change its current model of respite care provision to a model that is compliant with CQC Care Home regulations under the Health and Social Care Act 2008.
2. It is accepted that the provision of respite care is necessary to enable the Council to fulfil its statutory duty to provide services to meet assessed eligible needs.
 3. To make the necessary arrangements to move from the current model of respite care provision to the new model of care home respite provision, including terminating the current respite care contract and tendering a new care home respite service
