Who are the Supporting People Team?

The Supporting People Team are based in the main Council Offices on Wellington Road in Ashton-under-Lyne.

The Supporting People Team consists of a Principal Housing Strategy Officer, 2 Reviewing Officers, a Contracts Officer and an Administrative Support Officer, in addition there is an Accountable Officer. Below is a description of what each member of the team does.

Principal Housing Strategy Officer - Supporting People.

The role of Principal Housing Strategy Officer is as follows.

  • Manages the team which carries out the day-to-day administration of the programme.
  • With the Supporting People Team, the Lead Officer ensures that the responsibilities and functions of the Administering Authority are carried out.

For example.

  • Service and facilitate the Commissioing Body who are responsible for making a majority of Supporting People decisions.
  • Manage the Service Review process
  • Facilitate the developement and oversee the implementation of the 5-Year Strategy.
  • Manage the individual Supporting People Contracts and the relationship with the Providers.
  • Ensure delivery of the programme is in line with the strategic objectives set by the Commissioning Body and consistently with Best Value requirements.
  • Manage the overall programme in line with propriety and financial probity rules.
  • Build and maintain links with other authorities and groups.
  • Pursue and realise opportunities for cross-authority and cross-agency procurement and service delivery.
  • Provide support and encouragement to Providers.
  • Ensure opportunities for consultation with Providers, users and other stakeholders.

Accountable Officer for Supporting People.

The roles of the Accountable Office are as follows:

  • The Accountable Officer actively partcipates in key strategic groups and drives forward the Supporting People Programme.
  • The Accountable Officer is responsible for ensuring that the Supporting People Programme is recognised within the authority and that the SP Team is able to access the resources and support needed to administer the programme.
  • The Accountable Officer is answerable to the Commissioning Body for the performance of the programme on behalf of the Administering Authority
  • The Accountable Officer has a key role in establishing and sustaining partnerships with Primary Care Trusts and Probation at strategic and operational levels.

Contracts and Monitoring Officer.

  • To take primary responsibility for managing Supporting People Service Agreements, with in-house supported housing schemes, based within the Learning Disabilities service, Mental Health services, Physical Disabilites Services and Older Peoples Services.
  • To take primary responsibility for managing Supporting People Interim Contracts with external partners which include Voluntary Sector managing agents, Residential Social Landlords, Charitable Organisations, Private Providers and Health Organisations.
  • To implement the Supporting People Review Process from 2003 - 2005, using national and local guidance.
  • To work towards the introduction of a system of acccreditation for the Supported Housing Sector. This involves working with other Greater Manchester and North West Authorities.
  • To provide reports and management information relevant to the post. This will include making recommendations to the SP Joint Commissioning Body and Providers following service reviews.

Supporting People Quality and Review Officer.

  • To work with the Supporting People Team to develop and maintain systems for collating, analysing and verifying performance data collected through the Supporting People Monitoring and Review Process.
  • To work with the Supporting People Team to undertake the contract review process. The review processes include desk top assessments of performance data and strategic relevance, quality assessment, consultation with service users and consultation with stakeholders.
  • To promote quality and best practice in service delivery by assisting Supporting People providers to develop the capacity to comply with the SP Monitoring and Review Process.
  • To work with the Supporting People Team and Providers to develop and implement action plans based on the outcome of service reviews.
  • To contribute to the implementation and review of the Tameside Supporting People Strategy.
  • To develop an effective working partnership with Supporting People providers to ensure contract complience is achieved.

Supporting People Project Officer.

  • To develop and design as appropriate, systems for the effective administration of the Supporting People Team.
  • To organise and attend meetings, take and distribute minutes.
  • To be responsible for the monitoring of the Supporting People budget.
  • To be responsible for the inputting of data to the Supporting People database. (SPLS)
  • To be responsible for the creation and maintenance of the Supporting People website.

Finance Assistants.

It is the job of the finance assistants to process the Supporting People payments through the SPLS system, and also provide financial support to the Supporting People Team.
