The cost for a one year Dangerous Wild Animals licence is £162, a vet may be appointed but this is dependent on the animal that is being licensed.

Dog Breeding

What terms require a breeder to have a breeding license within your local authority (e.g. if they breed over a specific number of litters)?

When determining if a breeder requires a licence, it should be considered whether the activity is a business.
They must have a licence, if they do either or both of the following:

  • breeding 3 or more litters of puppies in any 12-month period - unless they can prove that none of the puppies have been sold as puppies or adults
  • breeding dogs and advertising a business of selling dogs - as defined under the business test

Do staff, on behalf of your local authority, carry out visits relating to dog breeding and licensing? (Please state yes/no and give details of purpose e.g. inspect dog housing, breeding facilities etc.)?

Environmental Health (Business Compliance) Officers visit premises and are accompanied by a vet for dog breeding. The officers review and inspect all facilities, welfare, insurance, cleanliness, conditions, staff training, competence, space and property ownership. The surrounding properties are also taken into consideration as part of the inspection for any noise issues that may arise.

During the inspection a pro-forma and a risk rating assessment is completed.

Is a visit/inspection carried out when a breeder or breeding establishment is first licensed?

An inspection is carried out by a council officer and a vet before the breeding establishment is licensed. Details of what they inspect are listed in the question above.
