57. Supplementary Planning Guidance For Hattersley In Support Of Housing Transfer And Regeneration Of The Area
Consideration was given to proposed Supplementary Planning Guidance (SPG) for Hattersley in support of the housing transfer and regeneration of the area, which had emerged from an exercise carried out on behalf of the residents of the Hattersley and Mottram area which culminated in the Taylor Young Physical Framework, published in December 2003.
The role of the SPG was to articulate the aspirations contained in planning terms and secure its formal adoption by the Council as Local Planning Authority to guide development in the area.
The aim was to secure further regeneration in the area by focusing on modernizing homes, developing a new District Centre with improved community facilities and enabling the provision of further jobs in the area. It was further proposed, subject to a ballot, for the Manchester City Council owned houses in the area to be transferred to Portico Housing Association, as the preferred Registered Social Landlord.
The SPG introduced a framework to deliver a sustainable community which would be able to support itself both now and in the longer term. It was intended that the SPG rolled forward planning in the area to mid 2001 by which time there would be new development plans for the area which would supersede this particular SPG.
Resolved - That approval be given to the adoption of the Hattersley and Mottram Supplementary Planning Guidance.
