The Deputy is responsible for all matters relating to the Council’s affairs in respect of the co-ordination services brief. As such, the Deputy is responsible for liaising with other Members of the Executive Cabinet, particularly where matters within the brief affect other aspects of Council business or affect the Borough.

The Deputy is responsible for ensuring appropriate consultation with partners and the community on matters within the co-ordination services brief.

Terms of Reference

  1. To lead, monitor and have oversight of policy/strategy and provision regarding the enforcement and security functions including:

    • Overall responsibility for monitoring all enforcement activity through the Enforcement Co-ordination Panel
    • Patrollers
    • Emergency Planning
    • Police and Emergency Services Liaison
    • Crime and disorder

  2. To lead, monitor and have oversight of policy/strategy and provision regarding executive support functions including:

    • Procurement and related services
    • Overall responsibility for the management of the Quality Audit Service
    • e-Tameside, e-Government and IT Services
    • Cabinet Support Services
    • Members training and development
    • Marketing and publicity strategy together with printing and design services

  3. To lead on energy savings and reduction in carbon emissions within these Terms of Reference with particular emphasis regarding procurement, ICT and publicity.

  4. To lead and have oversight on improved access to services including:

    • Welfare Rights
    • Community Legal Services
    • Community Cohesion
    • Beacon Council co-ordination
    • Compliance with Part 3 of Disability Discrimination Act and other legislative requirements.

  5. Via the Cabinet Secretary (Lifelong Learning and Co-ordination Services):

    • Governance of older people
    • Equality in service access and delivery

  6. Internet and ICT monitoring via the Cabinet Secretary (Technical and Economic Services).
