Deputy - Coordination Services BriefThe Deputy is responsible for all matters relating to the Council's affairs in respect of the coordination services brief. As such, the deputy is responsible for liaising with other members of the Cabinet, particularly where matters within the brief affect other aspects of Council business or affect the Borough. The Deputy is responsible for ensuring appropriate consultation with partners and the community on matters within the coordination services brief. The Deputy will work closely with a designated Cabinet Secretary. |

Terms of Reference
- To have overall responsibility for;
- operation of the Enforcement Panel including Tameside Patrollers
- e-tameside, e-government and IT services
- Beacon Council coordination
- Public Service Agreement
- equality in service access and delivery
- governance of older people via the Cabinet Secretary (Lifelong Learning and Coordination Services)
- procurement and related services
- marketing and publicity strategy
- printing and design
- crime and disorder
- Police liaison and emergency services
- security of Council buildings
- social exclusion policy and monitoring including health promotion
- Community Legal Services
- Welfare Rights
- Emergency Planning
- Members training and development
- Democratic and Cabinet support services
- responsible for programme and financial monitoring of all relevant activities
- Monitoring of all enforcement activities
- Operation of the Enforcement Unit, including Tameside Patrollers and will maintain overall responsibility for monitoring all enforcement activity through the Enforcement Panel
- Overall responsibility for the management of the Quality Auditor Service
- IT monitoring via the Cabinet Secretary (Technical and Economic Services)
- act as Head of Internal Services.
- In consultation with the Executive Leader, to represent and act as an ambassador for the Authority.
- To represent the Council's views on matters of corporate or strategic policy and any other matters which are within the Deputy's terms of reference.
- To request or commission research and other studies on any matters of policy or service provision within these terms of reference.
- To appoint or nominate the Authority's representatives on outside bodies/organisations that fall within these terms of reference.
- To adopt and review on an annual basis the service plans for coordination services covered by these terms of reference.
- To take up corporate membership of any appropriate body or organisation whose objectives are considered to be beneficial to the pursuit of the Authority's own activities.
- To take urgent decisions on matters which fall within the Deputy's terms of reference.
- To work with other Cabinet members on matters, as directed by the Executive Leader.
- To submit to the Cabinet;
- proposals on how to agree annual budget allocations between services covered by these terms of reference
- recommendations in respect of strategic policy concerning matters covered by these terms of reference
- all responses to consultation papers, relating to these terms of reference, issued by the Government and outside organisations
- annual estimates of expenditure and income in respect of services covered by these terms of reference
- all policy and/or operational matters which have corporate implications or which cross the remits of other individual deputies
- To lead on energy savings and reduction in carbon emissions within the terms of reference with particular emphasis re procurement, ICT and publicity.
