First Deputy (Performance and Finance)

The Executive Member is responsible for all matters relating to the Council's affairs in respect of the performance, finance and ICT brief. As such the Executive Member is responsible for liaising with other Members of the Executive Cabinet particularly where matters within the brief, affect other aspects of the Council Business or affect the borough.

The Executive Member is responsible for ensuring appropriate consultation with partners and the community on matters within the performance and finance portfolio.

Terms of Reference

  1. To lead, monitor, have oversight and where necessary to take decisions about policy/strategy and provision of corporate performance functions including:
    • Performance management (incl. inspection & assessment)
    • Corporate & business planning
    • Improvement, efficiency & change
    • Research & consultation
    • Scrutiny via the Assistant Executive Member for Policy
  2. To lead, monitor, have oversight and where necessary to take decisions about policy/strategy and provision of corporate finance functions including :-
    • Finance & treasury management
    • Internal audit, risk management & insurance
    • Strategic corporate procurement
    • Exchequer (incl. council tax, business rates, debtors / creditors, benefits (processing, advice, training, control and fraud; payroll, cashiers and distribution)
    • Council’s interest as shareholder of the Manchester Airport Company.
  3. To lead, monitor, have oversight and where necessary take decisions about policy/ strategy and provision of information and communication technology functions.
  4. To lead, monitor and have oversight of policy/strategy and provision regarding the Working Differently programme.
