Deputy - Technical Services Brief

The Deputy is responsible for all matters relating to the Council’s affairs in respect of the Technical Services brief. As such, the Deputy is responsible for liaising with other Members of the Executive Cabinet, particularly where matters within the brief, affect other aspects of Council business or affect the Borough.

The Deputy is responsible for ensuring appropriate consultation with partners and the community on matters within the Technical Services brief.

Terms of Reference

1. To lead, monitor and have oversight of policy/strategy and provision regarding strategic planning and transportation matters, including:-
   
   
   • Local transportation plan and monitoring and review of “Unitary Development Plan” and development of the “Local Development Framework” and supplementary planning developments.
   • Public Transport Authority matters and public transport issues
   
   
2. To lead, monitor and have oversight of policy/strategy and provision regarding Highway Authority function including:-
   
   
   • Application and management of the Highways Register
   • Highways design and maintenance, parking and decriminalisation
   • Street lighting, signals and signing facilities
   • Traffic management and road safety
   
   
3. To lead on energy savings and reduction in carbon emissions within these Terms of Reference with particular emphasis regarding vehicle fleet, street lighting, engineering materials.
   
   
4. To lead, monitor and have oversight of policy/strategy and provision regarding civil engineering and transport operations including the provision of a vehicle workshop.
