Project Head (Heritage and Tourism)
The Project Head is responsible for ensuring that the best use of facilities (as listed in the Schedule below) takes place and that any capital project of either refurbishment or replacement is set against the Forward Plan and the Capital Projects Programme. To work with and alongside the Cabinet Deputy without Portfolio for the purposes of best value of the facilities and to establish any necessary decisions into the Executive and via the Cabinet Deputy (Co-ordination) in respect of the security of Council buildings.

The Project Head will participate, as necessary, with the Executive Leader and the Cabinet Deputies for Co-ordination and Community Services.

Terms of Reference

  1. The Project Head will have the following general responsibilities:-


    • General heritage and historical activities;
    • Participating with the local history groups;
    • Consulting with the Greater Manchester Archaeological Unit;
    • Museums, Visitors Centres, and Country Parks;
    • Art Galleries and associated archives;
    • Conference, Civic and Entertainment facilities;
    • Tourism, genealogy and allied sales;
    • Overseeing of Borough-wide social events;
    • Chair of the Civic Mayoral Panel - such Panel to have responsibility for advising the Civic Mayor on his/her proof of activities and events throughout the Borough and elsewhere.
  2. To request or commission research relating to the responsibilities as laid down in these terms of reference.

  3. To provide an open involvement and maintain a rolling report to the Executive Leader.

  4. In consultation with the Executive Leader, to represent and act as an Ambassador for the Authority.

  5. To represent the Council’s views on matters of corporate or strategic policy and other matters which are within these terms of reference.

  6. To appoint or nominate the Authority’s representatives on outside bodes/organisations that fall within these terms of reference.

  7. To adopt and review on an annual basis, the service plans covered by these terms of reference.

  8. To take up corporate Membership of any appropriate body or organisation whose objectives are considered to be beneficial to the pursuit of the Authority’s own activities.

  9. To take urgent provisional decisions on matters which fall within these terms of reference.

  10. To work with other Cabinet Deputies on matters as directed by the Executive Leader.

  3. Galleries and Archives:

    1. Astley Cheetham
    2. Central Art Gallery
    3. Tameside Local Studies and Archives Centre
