AGMA Procurement Group
(formerly Local Authority Purchasing Partnership)
The AGMA Procurement Group, under it's original title of the Greater Manchester Purchasing Consortium, came into being following the reorganisation of local government in April 1974 when some of the Authorities in the Greater Manchester area undertook the arrangement of a few inter-Authority purchasing contracts.
The Greater Manchester Procurement Group revised its title in 2000 following the expansion of AGMA to include the newly formed Unitary authorities: Blackpool, Blackburn with Darwin and Warrington and was re-badged the Local Authority Purchasing Partnership. In 2007, this became the AGMA Procurement Group.
The current membership of the AGMA Procurement Group comprises of the Metropolitan Boroughs of Blackpool, Bolton, Bury, Oldham, Rochdale, Stockport, Tameside, Trafford, Warrington, Wigan, City of Manchester, City of Salford, Greater Manchester Fire Service and Greater Manchester Police
The group is organised on a co-operative basis whereby one authority undertakes to administer a number of contracts on behalf of the other participating authorities and vice versa. Tenders are invited and accepted under the individual contracting authorities own Standing Orders relating to contracts. The AGMA Procurement Group is not a separate organisation, but merely an extension of the authority's own Procurement staff. The AGMA Procurement Group is governed by a Management Comittee comprising elected members from each of the constituent authorities.
Sub-Commitees consisting of officers from the relevant departments of each Constituent meet on a regular basis to discuss the purchasing and standardisation of items covered in its particular product group and report to the AGMA Procurement Group. The purpose of the sub-committee is to represent the users' interests and to monitor products and contractual arrangements.
Joint contracting arrangements have benefited each individual authority by reducing the need to invite tenders individually, (savings in administration), and the benefits of economies of scale in the prices submitted by the tendered suppliers against those any individual authority could receive. In addition to the financial benefits of being a member of the Procurement Group, most authorities benefit from the shared information available between the procurement officers e.g. new products, new suppliers market changes, legislation, policy changes, shared experience and training and the close collaboration on inter authority arrangements between one or more authorities which are entered into without becoming Consortia arrangements.
