The Services for Children and Young People Scrutiny Panel was created at the Annual Business Council Meeting held on 23 May 2006, and reflects changes to the service provision following the introduction of the Children Act 2004 in response to the "Every Child Matters" agenda.
The Panel has scrutiny responsibilities for the Services to Children and Young People Service Area and the Cabinet Warrants of Office relating to the Executive Member for Children and Families and the Executive Member for Learning and Achievement. This includes all education services, schools, educational achievements, children's health, social work, looked after children, the Youth Service and the Youth Offending Services.
As well as undertaking far reaching policy reviews, the Panel also monitors the achievement and success for the Council's Building Schools for the Future proposals, Key Stage and GCSE results and the outcome of service inspections and assessments.
The membership of the Scrutiny Panel includes non-executive councillors together with places for six co-opted members representing Parent Governors, The Church of England, Roman Catholic Church and two places for other faiths. Representatives of the Muslim and Hindu faiths have been recruited via the Tameside Multi-Faith Network.

Scrutiny Update - Autumn 2011
During 2010-11, the Services for Children and Young People Panel looked in depth at Children’s Centres and Extended schools services in the borough. Panel members chose to carry out the review looking particularly at where life chances of children and young people had increased. Members visited several Children’s Centres and Extended schools services in the borough and met with individual providers.
Following this review, the panel felt it important that Children’s Centres continue to provide educational and volunteering opportunities for the public.
Panel members also recommended that schools work together to identify opportunities to pool and share resources. Furthermore, the panel felt that Services for Children and Young People should carry out checks of Extended Services to ensure all provide access to statutory core services.
The panel also performed a review on Substance Misuse by Children and Young People. During the review the panel considered Tameside’s approach to address problematic substance misuse. The panel were pleased to see the Young People’s Substance Misuse Reference Group coordinating the work of the council and partners in preventing smoking, alcohol and drug use. The panel noted that substance misuse remains an issue as some of these behaviours are accepted as part of the culture within some communities.
Members were impressed with the range and quality of diversionary activities offered to young people by the Youth Service and the Sports Development Services to prevent them from engaging in substance misuse. The panel thought that these opportunities should be further promoted in the borough.
The panel was interested to meet with young people that had used Branching Out (our substance misuse service) and the multi-agency Youth Offending Team in Tameside. The panel were pleased to hear that the young people were very positive about the services they received. Panel members did feel that they would like to see the age limit for accessing Branching Out reviewed, in line with other successful initiatives across Greater Manchester.
It was recommended that tackling alcohol misuse should remain a priority for the Tameside Strategic Partnership and be specifically included within the Children and Young People Plan.
