The Services for Children and Young People Scrutiny Panel was created at the Annual Business Council Meeting held on 23rd May 2006, and reflects changes to the service provision following the introduction of the Children Act 2004 in response to "Every Child Matters."

This means that the Panel has scrutiny responsibilities for the Services to Children and Young People Service Area and the cabinet warrants of office relating to Children and Young People and Lifelong Learning. This includes all education services, schools, educational achievements, childrens' health, social work, looked after children, the Youth Service and the Youth Offending Services.

As well as undertaking far reaching policy reviews, the Panel will also be monitoring the achievement and success for the Council's Building Schools for the Future propsals, Key Stage and GCSE results and the outcome of service inspections and assessments.

The membership of the Scrutiny Panel includes non-executive councillors together with places for six co-opted members representing Parent Governors, The Church of England, Roman Catholic Church and two places for other faiths. Through the Tameside Multi Faith Network the Panel has managed to recruit representatives of the Muslin and Hindu faiths to take these places.

Scrutiny Update - Summer/Autumn 2008

The Chair of this Scrutiny Panel will be presenting at the next Council meeting two reports following a Follow Up Review of Teenage Pregnancy and a Review of Staying on Rates in Post 16 Education, Employment and Training. Both reports with the respective Executive Responses will be published on the Council’s website.

The Scrutiny Panel approved its Work Programme for 2008/9 at its first meeting in May 2008. The work programme includes Attendance/Inclusion looking at excluded pupils and services provided. Excluded pupils are far more susceptible to drug and alcohol abuse, family breakdown and teenage pregnancy. Focusing on exclusions will enable the Scrutiny Panel to evaluate the impact of the measures introduced by the Children and Young Peoples’ Partnership and also look how other authorities deal with this issue.

The Panel will also look at the availability of opportunities for children and young people in Tameside to become involved in music and the take up rates. The Panel will identify and evaluate measures in Tameside and other areas for further increasing and widening participation in music.

The Panel will continue to review educational attainment in key stage and GCSE results. It will also continue to monitor the progress of the Building Schools for the Future Project and will undertake a Follow Up Review of Bullying in Schools.

The Panel is currently looking at Healthy Eating in Schools. Childhood obesity is a major area of concern and the Government has issued nutritional guidelines and has placed greater emphasis on the role of local authorities in helping to tackle this problem and address issues around poor diet, etc. The Panel will interview those responsible for producing school meals, schools and young people themselves.
