1. It is recommended that consideration be given to the introduction of a Council policy setting out, on a borough wide basis, in what circumstances enforcement action will be taken against shopkeepers and traders who obstruct pavements with advertising boards. |

2. It is recommended that disabled persons be involved in the training of Council front-line staff in order to ensure efficient communication and understanding of the needs of disabled people. |
