The Resources and Sustainable Communities Scrutiny Panel has the responsibility for considering matters relating to crime and disorder, corporate policies, strategies and governance, resource planning, election development, human resources and legal services. It also deals with community based policies, including the Tameside Strategic Partnership, District Assemblies and sport, recreational and cultural policies, including sport and leisure provision made by, or on behalf of, the Council.
In particular, the panel relates to the subjects generally covered by the Warrants of Office for the First Deputy (Performance and Finance), the Executive Member for Neighbourhoods and the Executive Member for Business and Community Development.
The Scrutiny Panel is designated the “Crime and Disorder Committee” with responsibility for scrutinising the Crime and Disorder Reduction Partnership in accordance with the Police and Justice Act 2006.

Scrutiny Update - Autumn 2011
During 2010/11 the scrutiny panel published its report on Reducing Re-offending in Tameside. The panel was pleased that all recommendations put forward were accepted by the Executive Member (Neighbourhoods) and the Crime and Disorder Reduction Partnership. Following on from this review, the panel looked at the effectiveness of Tameside’s Community Payback Scheme as a form of sentencing for offenders. Members of the panel visited a Community Payback scheme, met with local residents with an interest in the scheme and with offenders currently undertaking unpaid work. The visit strengthened partnership working arrangements between the Community Payback team and Elected Members.
Local partnerships, stakeholders and agencies within Tameside have been aware of the increasing issue of alcohol related harm. The scrutiny panel has been monitoring the work of the Crime and Disorder Partnership and most recent Alcohol Harm Reduction Strategy 2010/2013.
In the last year, the panel has also undertaken a review and published a report on Anti-Social Behaviour in Tameside. The review considered levels, causes and Tameside’s approach to tackling anti-social behaviour. The review highlighted the need for a partnership approach and recognised that prevention and education play an important part in tackling anti-social behaviour. The panel was interested to see that victims are being used through the development of the Anti-Social Behaviour Risk Assessment Conference (ASBRAC) initiative.
In support of the follow-up review, the Panel met with, amongst others, Chief Superintendent Hamilton and colleagues; representatives of the Licensing Authority and the Executive Member, Co-ordination Services. Some Panel members attended a night time patrol with the police during a Friday night and Saturday morning to see policing in action. The follow-up report which included further recommendations was presented to a meeting of full council held on 29th September 2009. The Panel currently awaits the response of the Partnership to additional recommendations put forward.
The panel has also looked at how the recent economic downturn and worklessness in Tameside has impacted on crime and disorder in the borough. The panel commissioned a piece of research to analyse whether there was a correlation between unemployment and crime and is likely to undertake more work on this topic in the future.
In the last year, the panel has held its annual meeting with “responsible
authorities” in “connection with the discharge of their crime and disorder functions” under the requirements of the Crime and Disorder (Overview and Scrutiny) Regulations 2009.
