Burglary

Burglary rates in Tameside are above average compared to similar authorities. This review has been welcomed by Greater Manchester Police and the Crime and Disorder Reduction Partnership to help explore and understand from different perspectives how burglary could be reduced in Tameside. Following a spike in 2008-09, Tameside is one of only 3 Greater Manchester authorities to not return to, or improve on, the lower rates of 2007-08.

Alcohol related Crime data

Local partnerships, stakeholders and agencies within Tameside have been well aware of the increasing issue of alcohol related harm and the need for partnership working to counteract the increase in alcohol related harms upon levels of crime and disorder and to the health of residents.

The Panel will review current practice of alcohol data collection and monitoring systems in relation to the impact alcohol has on crime, disorder and anti-social behaviour.

This review supports the Council and Tameside Sustainable Community Strategy priorities relating to ‘Safe Tameside’ and ‘Healthy Tameside’

The review supports targets around reducing crime and domestic violence.

The impact of national policy changes on the voluntary, community and faith sector

The new coalition Government launched the Big Society Policy idea in 2010. Alongside this public spending has been reduced dramatically. This review would investigate the impact of reduction in spending and the effect this has had on the voluntary, community and faith sector and understand their role in creating a stronger sector as set out in the Big Society.

Tameside Sports Trust

Tameside Sports Trust was established in April 1999, to run and manage swimming pools and sports centres in the Tameside area and is supported by Tameside MBC. The Trust is a registered charity and a 'not for profit' organisation which means that any surplus income (or profit) must be put back into the facilities and services that it provides.

The Scrutiny Panel will look at how the Trust is balancing the requirement to meet business needs against delivering social outcomes.

This review supports Council and Tameside Sustainable Community Strategy priorities Supportive Tameside, Prosperous Tameside, Safe Tameside and Healthy Tameside.

Library Service

The public library service is a statutory service covered by the 1964 Public Libraries and Museums Act with a duty to provide a ‘comprehensive and efficient’ library services for those who live, study or work within the Borough.

In May 2005 ‘New Libraries for Tameside’ was published and addressed drivers for change. The report set out a vision for the library service and outlined a number of recommendations for improvement.

The review will look at the implementation of those recommendations for improvement and will particularly consider measures taken to increase the use of public libraries.

This review supports the Council and Tameside Sustainable Community Strategy priorities relating to ‘Supportive Tameside and a ‘Learning Tameside’

This review also supports the National Indicator Set target 9 ‘to increase the use of public libraries’.

Follow-up review of the Scrutiny Panel’s report on the Provision of Support, Learning and Development for Elected Members in Tameside

In early 2008 the Scrutiny Panel produced a report on the Provision of Support Learning and Development for Elected Members in Tameside.

The Panel will return to this subject to monitor the implementation and impact of the reports recommendations.

This follow-up review will help ascertain whether support, learning and development for elected members has developed in accordance with the needs of elected members to enable them to fulfil their roles as community leaders and place shapers.

Follow-up review of Procurement in Tameside

In 2007, the Scrutiny Panel produced a report following a review which examined the effectiveness of the Council’s systems for communicating procurement policies and procedures throughout the Council which aim to improve procurement practices and achieve efficiency savings.

The Scrutiny Panel will undertake a follow-up review to monitor the impact of the reports recommendations.

This follow-up review supports Council priorities relating to “Corporate Governance” and is a cross cutting issue as effective procurement and the efficient use of resources is a priority in all areas of the Council’s business.

Tameside Area Agreement Targets

The Panel will continue to have regard towards the Tameside Area agreement (TAA) as it did to the previous Local Area Agreement.

i. scrutinise progress towards achieving TAA targets;
ii. request information from partner organisations signed up to particular TAA targets;
iii. expect partner organisations to consider and respond to scrutiny recommendations concerning the targets they are signed up to.

The Scrutiny Panel will receive performance monitoring information on TAA targets relating to this Scrutiny Panel on a quarterly basis

 This performance monitoring exercise supports the Council and Tameside Sustainable Community Strategy priorities relating to ‘Supportive Tameside’ ‘Safe Tameside’ ‘Attractive Tameside’ and ‘Healthy Tameside’

Tameside Strategic Partnership

Crime and Disorder Reduction Partnership ('Responsible Authorities')

A requirement under the Crime and Disorder (Overview and Scrutiny) Regulations 2009, is for the designated scrutiny committee to meet with "responsible authorities" in "connection with the discharge of their crime and disorder functions" at least once a year.

Responsible authorities as defined in section 5 of the Crime and Disorder Act 1998 comprise of:

• The council for an area
• Every chief officer of police and every police authority whose respective police areas a within that area
• Every fire and rescue authority within that area
• In England, every Primary Care Trust, and in Wales every Local Health Board in that area

The Scrutiny Panel will meet annually with representatives of ‘responsible authorities” to discuss initiatives and activity. This exercise will enable the scrutiny panel to carry out its statutory duty under Section 19 of the Police and Justice Act 2006.

This performance monitoring exercise supports the Council and Community Strategy priority relating to 'Safe Tameside' and 'Healthy Tameside'.

Supports TAA targets around reducing crime and increasing public reassurance.

Accidental Dwelling Fires

An accidental dwelling fire - A 'Primary Fire' is a fire occurring in a property classed as a private dwelling where the cause of the fire is recorded as accidental or not known.

Performance data shows that we have not met the target around this indicator in recent years.

The Panel will monitor and look at proactive measures being taken to reduce the number of accidental dwelling fires in the borough.
