The Technical, Economic and Environmental Services Scrutiny Panel has the responsibility for considering all elements of Council policies in relation to the economy and prosperity of Tameside, the environment, the provision of engineering and transport services and environmental health.
The Scrutiny Panel gives consideration to economic development and regeneration policies and the Council's policies for the management of its assets.
The Panel has also considered the Council's policies with regard to environmental health, refuse collection and recycling, but its areas for consideration also include pest control and food hygiene. The Scrutiny Panel has considered the buildings, roads, footpaths and grounds maintenance of the cemeteries and crematorium, Section 106 Planning Agreements, Stretched Limousines and Recycling/Minimising Waste from Council premises and Operations.

Scrutiny Update - Winter 2011
Over the past year, the Technical Economic and Environmental Services Scrutiny Panel has dedicated several meetings to monitoring outcomes from previous scrutiny reviews completed since 2000. It enabled the panel to see if the outcomes of those recommendations have been implemented and how effective they have been.
The panel was pleased to note that all recommendations have been actioned appropriately. However, the exercise did mean that the panel made further recommendations for the Council’s Refuse Collection Service; Highways Maintenance Policies; Traffic Calming and Vehicle Speed Management; Planning Matters and Section 106 Agreements, to take account of new developments since the original reviews were completed.
The panel has also published a report on a review of Conservation Areas in Tameside. Panel members were particularly interested in examining the council’s approach in determining the designation and maintenance of conservation areas. The Council’s planning department, Greater Manchester Archaeological Unit, English Heritage and the Tameside Local History Forum all contributed to the review,
The review highlighted that conservation areas are generally successful at preserving and enhancing historic built environments and in increasing pride within the local community. The panel recommended that in addition to a statutory list of buildings of architectural, historic, archaeological and artistic interest, the Council should adopt a Local List to strengthen the protection of locally important buildings without statutory protection. The panel believes that a Local List in Tameside would make a real contribution to helping preserve the strong heritage and character of the borough.
The Scrutiny Panel has also received an overview of apprenticeships in Tameside in the last year, a subject the panel may wish to examine in the next municipal year as we consider the outcome of the global economic recession on opportunities for our young people.
