Expressions of interest to tender for the provision of a Community Handyperson Service

Tameside MBC is looking to contract with a Provider to:

  • Develop and operate a flexible and innovative handyperson and minor adaptations service that meets the needs of vulnerable people in Tameside.

The service will have two main components:

  • A Handyperson service to support older and disabled adults by delivering low level home maintenance that they cannot undertake themselves due to impairment or disability. This includes undertaking tasks to facilitate earlier discharge from hospital.
  • A minor adaptations service fitting stair rails, internal and external grab rails, key safes, and half steps, following a statutory assessment and referral

Background:

There is increasing recognition of the wider value of investing in preventative services to delay the need for social care and health services and to promote wellbeing. The Five Steps to Wellbeing (Connect, Take Notice, Be Active, Keep Learning and Give) extend the scope of prevention beyond traditional health and social care interventions to the building of social capital and developing the capacity of local communities to support people.

Handyperson and Minor Adaptations services underpin a range of statutory and non-statutory care and support services and form one of the cornerstones of prevention and early intervention which can make the difference between people needing formal health and care services and their ability to continue to live independently.

This specification calls for a borough-wide service that compliments traditional service delivery with the use of volunteers and engaging in intergenerational initiatives to build social capital. There is also a requirement to develop alternative funding mechanisms, including charging, to ensure continuing sustainability that does not rely wholly on public funding.

The aims of the Service are to enable older and disabled adults to:

  • Continue to live in their own homes in safety and comfort
  • Maintain their independence and dignity
  • Maintain and enhance the quality of their lives
  • Assist carers in their caring role.

The service will also play an important role in identifying any support needs of customers and having the right referral mechanisms in place to offer the support they require.

This contract is planned to run for a period of 3 years commencing on 1 August 2012 subject to continued available funding and satisfactory service delivery (with the option to extend for a period of up to 2 years).

The estimated maximum first year contract price is £236,000. The purchasers would welcome bids from smaller and voluntary sector providers or those wishing to bid as a consortium.

All Pre-Qualification Questionnaire (PQQ) documentation must be completed and submitted electronically by using Pro Contract through www.thechest.nwce.gov.uk by the due date of Friday 20 January 2012 by 12.00 hrs.

Tender submission packs will follow week commencing 20 February 2012 for those organisations shortlisted. The closing date for tender submissions for those organisations short-listed is Friday 30 March 2012 by 12.00hrs.
