Expressions of Interest to Tender for the Provision of Supported Accommodation for People with Mental Health Needs
Tameside Metropolitan Borough Council via its Adult Services is committed to the provision of high quality services to enable people to live in their own home. We are looking to contract with an organisation to:
- Provide a range of personalised social care and housing-related support including some 24-hour supported accommodation, across three different sites, for 33 people with mental health needs
Tameside MBC (Adult Services) are inviting expressions of interest in the above tender.
It is the Council’s preliminary view that TUPE Regulations may apply when this contract is awarded to a new provider.
The Commissioners are working towards placing the values and principles of the recovery approach at the heart of all services in the Borough. We are, as yet, at the very start of this process, but we are keen to commission and work with providers who share a similar commitment to embracing the optimism of recovery and to delivering a recovery-based service. In the spirit of this journey, we are looking to develop a close partnership relationship with the provider. The emphasis will be on openness, transparency, honesty, a readiness to acknowledge shortcomings and a willingness to learn together.
Key aims and principles of the service include:
- The provision of a range of personalised social care and housing-related support including some 24-hour supported accommodation, across three properties in the Borough.
- The service is aimed at supporting and equipping Service Users with the life skills necessary to live in and move on to more independent living
- Within the three properties there is a range of accommodation from independent flats with low level support to 24 hr supported accommodation moving towards more independent living.
- The service has a discreet gender specific (x 4 woman) 24 hour service included within one of the properties.
- The service will form an integral part of a comprehensive community based service to adults with long-term mental health conditions.
- The service will play a key role in linking people into community networks and opportunities as part of their recovery pathways.
It is proposed that the Contract will commence on 1 April 2010 and will run for a period of three (3) years. The Council may, subject to approval and negotiation, wish to extend the Contract for a further period of up to two (2) years.
The award of the contract will be in keeping with a Best Value approach, which will jointly evaluate quality factors and price. A half-day information-sharing seminar on the Commissioners vision for the service for all organisations interested in tendering will be held on 14 July 2009, at 2.30pm at Dukinfield Town Hall, Lesser Hall 2, King Street, Dukinfield , Tameside SK16 4LA.
All Pre Qualification Questionnaire (PQQ) documentation must be completed and submitted electronically by using Vault through BiPs Delta-ets by the due date of 7 August 2009 @ 12.00hrs. Tender submission packs will follow week commencing 7 September 2009. The closing date for tender submissions for those organisations short-listed is 19 October 2009. Short-listed organisations will be invited to a presentation, week commencing 9 November 2009.
