The Strategic Overview of the Borough, divided in to eight topic areas, was written in 1992 as the Unitary Development Plan was being prepared for deposit. This was also the case with the following chapter, on Existing Council Strategies and Programmes. Therefore, they describe the situation in the Borough as it was seen at that time. These chapters form part of the Plan as a whole and were open to objection when the Deposit Draft was published. Some objections were made and these were the subject of recommendations in the Inspector's Report, leading to certain modifications being proposed by the Council which have been incorporated in this reprinted document.
Whilst most of the general observations about the Tameside area which are made in these chapters are still valid, there have obviously been some changes in the four years which have elapsed between preparing the Deposit Draft and finally adopting the Plan, not least in the statistics which were presented. Consideration was given to updating the Strategic Overview and Existing Strategies at the time of reprinting this adopted Plan. Whilst this would have been based on more recent factual information, it would have been difficult to avoid also amending certain points of interpretation, which could possibly have been the subject of objection. However, any such changes would not have been through the formal modification procedure.
The Strategic Overview, and also the Existing Council Strategies and Programmes, therefore remain as in the Deposit Draft (other than as recommended to be modified by the Inspector) and should be regarded as setting the context for the Plan as it was prepared in 1992. A small number of amendments have nevertheless been made to the illustrative diagrams, so as to avoid possible confusion where certain proposals in the Plan have either been implemented or deleted. The opportunity to thoroughly review and update this background information will be taken when the 1st Alteration to the adopted U.D.P. is prepared.
