6.1 The policies and proposals in this Plan, whether in Part 1 or Part 2, are not intended to operate independently or exclusively of each other. Whilst in some instances only a single reference to the Plan may be required in relation to a particular situation, in many cases two or more policies will be relevant.
6.2 Policies are not cross referenced in the text, because of the difficulty of ensuring coverage of every possible situation and the added complexity of presentation. When, for instance, a development scheme or a review of planning background to a site is under consideration, it will be necessary to determine which policies and proposals in the Plan as a whole are material factors to be taken into account.
6.3 Where more than one policy is material to the case, a scheme should as far as possible try to achieve consistency with each of these. Where conflict arises between policies, the relative weight to be given to each will need to be judged in the light of the overall objectives of the Plan and the particular circumstances involved.

Environmental implications will always be taken into account in assessing proposals for development or change in the Borough.
Opportunities will be taken wherever possible to protect and enhance the environment, at the same time as facilitating development and change which meets other objectives of the Plan. |

Safer, more environmentally friendly designs relating to movement will be promoted in all new developments, particularly those in residential and shopping areas.
Traffic calming techniques will be applied to new developments as part of the design process, and to town centres and residential areas where it is appropriate to reduce the impact of motor vehicles. |

The specific needs of relatively disadvantaged people, including the elderly, the disabled, parents with young children, and others with sensory impairment or restricted mobility, will be taken into account in development proposals of all kinds.

Conflicts between residential amenity and the industrial/commercial functions of the Borough, and between the occupiers of dwellings within residential areas, will as far as possible be minimised.

Where additional movements directly generated by a development proposal would place unacceptable demands on the existing transportation infrastructure, which would not be overcome by programmed improvement schemes intended to deal with general travel growth or established problems, but which are capable of resolution by specific improvement schemes associated with the proposal, the necessary investment will be expected to be provided by the developer.
Such improvement schemes will be related to the scale of the proposal, or where they can be designed to serve other needs at the same time, an appropriate contribution would be expected from the developer. In considering the need for highway improvements associated with a development proposal, account will be taken of the desirability of making the development as accessible as reasonably possible to public transport, and of ensuring that existing public transport services are not unacceptably impeded. |

Initiatives to improve or promote energy efficiency, as a means both of conserving resources and contributing to the reduction of emission of greenhouse gases, will normally be supported.
In suitable circumstances this may include schemes to utilise the energy potential of sewage treatment and landfill sites. |

Any environmental damage or loss of amenity caused by the proposed development, or ancillary activities, should be minimised and balanced against the benefits to the national economy and global environment. |

A wide range of sites, varied in size, location and characteristics, will be allocated for development for employment purposes.
This is to facilitate and encourage new job creating developments, including the attraction of businesses into Tameside and the modernisation or expansion of existing enterprises. |

Land currently or last used for employment purposes, where suitable for continued use or redevelopment as such, will be shown on the Proposals Map as a "working area" or allocated as a site specific proposal for employment development, and will normally be retained for these purposes.
This is to facilitate a spread of employment opportunities, in terms both of geographical location and site characteristics, and to provide, among other things, for the start up of small firms and the growth of existing local enterprises. |

The amount of land available for employment generating development within the existing built-up area will be maximised.
This will be achieved, wherever appropriate and practical, by measures, such as derelict land reclamation, local access improvements and land assembly, that will overcome the constraints which may be holding back the take up of vacant land and the efficient use or re-use of previously developed sites. |

Priority will be given by the Council to schemes which will benefit the inner parts of the Borough's older towns and those areas that persistently experience higher levels of unemployment or other forms of economic and social deprivation.
This will include measures, such as derelict land reclamation and environmental improvement, which will improve appearance and encourage development and investment. |

Industrial, storage, distribution, research, office or leisure uses will normally be supported on sites allocated or zoned for employment use. |

| Housing |

An adequate, continuing supply of land will be provided, to facilitate a mixed pattern of new house building in the Borough.
In order to meet demographic needs and the need for replacement of cleared dwellings, land will be made available for not less than 9100 new dwellings to be constructed during the period from mid-1986 to mid-2001. |
| H3 |
The satisfactory conversion, subdivision or re-use of existing properties for residential purposes will be encouraged and supported.
This will be seen as a means of maximising and diversifying the supply of housing to meet need and demand, particularly where it contributes to the provision of affordable / social housing, special needs housing and dwellings for smaller households. |

The Council will encourage the provision of affordable housing through negotiation and partnership agreements, in areas where there is an identified local need.
There will be particular emphasis towards encouraging the provision of affordable housing as an integral part of large housing developments in suitable locations.
This will be achieved through the use of the Council's own land and through co-operation and negotiation with other housing agencies and the developers of privately owned residential sites. |

The provision of housing accommodation for people in need of care or special facilities will be encouraged and supported.
This will extend to new initiatives and innovative schemes in the housing field which assist in the provision of specialised forms of accommodation within the overall sphere of housing need. |

The Council will support the provision of a suitable site, or sites, to meet the identified needs of gypsies and other travelling people for accommodation within the Borough.
Whilst such provision could be on a private site, consideration will continue to be given to provision of a local authority site, taking account of expressed demand and other evidence of need, such as problems caused by use of unauthorised sites. In assessing this need, account will also be taken of alternative provision in neighbouring authorities and on private sites. |

The provision of housing close to or within town centres will be encouraged and supported.

Their strength, vitality, diversity and character will be protected and enhanced, to ensure continued access to a wide range of facilities for the community as a whole. |

Measures will continue to be taken to maintain and enhance the attractiveness, environmental quality and safety of the Borough's existing town centres, and thereby to stimulate visitor interest, trade, investment and employment. |

Measures will be taken to ensure, so far as is possible within the Council's powers, that the Borough's existing town centres are well served by both public and private transport facilities and that their accessibility is adequate for the essential movement of people and goods. |

Public car parking in town centres will continue to be managed so as to make those spaces closest to shopping and business areas available for short-stay use.
Further car parking schemes will be carried out, including provision of public parking in association with redevelopment projects, in order to improve town centre accessibility and to replace lost spaces. This will be subject to capacity being available on the associated highway network. |

The provision, improvement or extension of both indoor and outdoor leisure facilities will normally be encouraged and supported.
This will be particularly so where these are likely to encourage visitor spending in the Borough, support economic development and widen the choice and opportunities for Tameside residents. |

The loss or damage, as a direct result of development, of land and facilities laid out and used for recreation and leisure purposes should be kept to a minimum.
Facilities and amenities which cannot be saved as part of a development should be replaced or relocated. |

The development of tourism facilities and services will be encouraged and provided for, as part of the overall attraction of the Greater Manchester sub-region.
Those features and areas which are identified as attractive or potentially attractive to tourists will be protected and enhanced. |

The recreational, economic development, environmental and nature conservation value of the Borough's canal network will continue to be improved and exploited as a multi purpose asset.
The attractiveness of the canals to residents and visitors will continue to be enhanced. |

Adequate opportunities will be retained for a broad range of recreational activities at the local and neighbourhood level, including children's play.
Existing local facilities will be improved where necessary and additional provision will be sought in areas of deficiency. |

The Borough's existing parks will be retained, their character and historical significance will be protected and where possible measures will be taken to improve or extend them. |

The distribution and availability of informal recreation facilities within Tameside will continue to be improved, through the work of the Council and in conjunction with other agencies and private sector interests.
This will be achieved through improving areas of attraction or potential, providing open space by means of derelict land reclamation, promoting existing areas as an integrated network, and continuing the emphasis on the use and development for this purpose of Tameside's river valleys, country and town parks. |

A Borough-wide way-marked network of recreational routes will be created, protected and promoted, linking together urban open spaces, river valleys, country parks, and other features of interest within the countryside and built up areas.
This will incorporate new and existing public footpaths, concessionary routes, bridleways, cycleways, canal towpaths, river valley paths and disused railway lines, making use of greenways wherever possible. The provision within the Borough of sections of proposed long distance recreational routes will be supported. |

Car parks of a suitable scale and design will be provided, where appropriate, to facilitate informal recreation and access to the countryside. |

The transportation infrastructure of the Borough will be managed and where necessary improved as part of a balanced transportation strategy.
The object will be to provide efficient and safe access both to/from and within the Borough and to stimulate investment and employment, in so far as this can be achieved without large scale light and disruption and with the minimum of adverse environmental effects |
| T4 |
Improvement of trans-Pennine road links via the A628/A616 Woodhead corridor will be encouraged and supported, in particular the proposed on-line improvements to A628 east of the Borough.
The Council will anticipate such improvements in formulating transportation policies and proposals within the Borough. |
| T6 |
Major highway investment will be concentrated on the three main transportation corridors of the Borough, associated with the A635/A6018 from Audenshaw to Hollingworth, the A57/M67/A628 from Denton to Hollingworth, and the M66/A627 north-south routes. |
| T9 |
Opportunities will be established and enhanced for the effective co-ordination and efficient operation of public transport in the Borough, through provision of related infrastructure, improvement of highways and management of traffic.
This will be to ensure that the local transportation needs of those without access to private cars can be adequately met, and that public transport can develop as a co-ordinated and energy efficient alternative to private road transport and as a means of containing the increase in traffic congestion and vehicle emissions. |

The retention and upgrading of local rail services within the Borough will be encouraged and supported.
This will be achieved by measures including the provision of new stations, improved facilities at existing stations including attention to special needs, and additional local station car parking and cycle storage facilities. High priority will be given to station parking where it can reduce pressure on the highway system. |

The retention and expansion of the local bus network, and services for people with special needs, will be encouraged and supported.
This will be achieved by the provision of suitably designed and integrated bus terminal and interchange facilities, the introduction of schemes which give priority or assistance to buses within the highway network, and the adoption of other measures to improve the quality of bus travel |

The Borough's accessibility to Manchester International Airport will be improved by both road and rail transport. |

Elements of the strategic highway network will be utilised to channel heavy lorry movements within the Borough.
Where possible, physical and other traffic management measures will be used to prevent the use of unsuitable roads by heavy lorries, particularly within residential areas. |

Opportunities for cycling to develop as both a means of transport and a widely available form of recreation will be improved and promoted.
A Borough-wide network of cycle routes will be defined in consultation with landowners and other interested parties, utilising off-highway tracks wherever possible. The provision of cycle storage or parking facilities will be encouraged, particularly in town and local centres and at rail and bus stations, and the needs of cyclists will be considered in highway design, traffic management and maintenance schemes. |

Areas of ecological and geological importance in the Borough will be safeguarded wherever appropriate, in accordance with their value for these purposes but having regard also to the other objectives which the Plan is seeking to achieve.
Particular attention will be given to protection of moorland, wetland and ancient semi-woodland habitats, and to avoiding adverse effects on wildlife species which are protected by law.
This will be achieved with the assistance of a survey of habitats and a nature conservation strategy. Schemes and management practices which help to retain and enhance natural history interests and to provide further opportunities for wildlife in urban as well as rural areas will be encouraged and supported. |

A network of "wildlife corridors" will be defined and protected, which link existing and potential wildlife sites in the urban areas with each other and with the open countryside. |

Priority will be given to the practical conservation and enhancement of historic and traditional buildings and urban form, with particular emphasis on the stimulus this can provide for regeneration of town centres and older urban areas. |

| Open Land and River Valleys |

The Greater Manchester Green Belt, previously established in the Greater Manchester Green Belt Local Plan and other Local Plans, will be carried forward into this U.D.P., subject to alterations made by specific proposals in Part 2.
The Green Belt will continue to be protected from inappropriate development, thereby maintaining the framework of open land separating and surrounding the urban areas of the Borough. |

Conflicts between appropriate open land uses, particularly recreation, agriculture, woodland planting and nature conservation, will be minimised wherever possible.
This will be achieved by the sympathetic siting of new uses and by promotion of joint countryside management agreements with landowners, farm tenants and other interested parties. |

Derelict land in the more rural parts of the Borough, and where in urban areas it can fulfil a recognised local need for increased open space, will be restored for recreation, nature conservation or agriculture, or some suitable combination of these uses.
The natural regeneration of despoiled areas will be allowed to continue where this would contribute to natural history, habitat formation or landscape interest, without perpetuating an eyesore or hazard. |

The landscape quality of the Borough will be protected, conserved and improved.
This will be achieved through the formulation of woodland and landscape strategies and in conjunction with landowners and farm tenants. Measures will include encouragement for the development of a variety of attractive landscape types and the re-establishment of a countryside character in parts of Tameside, particularly in the river valleys and other areas of the urban fringe. |

Certain areas of open land will be identified as "Special Landscape Areas" and strict control over development will be applied, with a view to protecting their high landscape value and/or special interest. |

Farm holdings will normally be protected from the adverse effects of non agricultural development.
So far as possible, the Council will ensure that viable holdings are not severed by urban development, major road schemes or other forms of permanent development, and that the best and most versatile agricultural land is protected in its entirety, in order to encourage continued investment and good management. |

The diversification of farms enterprises and the re-use of farm buildings will normally be supported, where it can be shown that such operations increase the likelihood of appropriate investment in, or safeguarding of, the long term future of agricultural activity in the area, and do not conflict with other policies applicable to development within the Green Belt and countryside areas. |

An adequate supply of land suitable for use as allotment gardens will be safeguarded, in order to meet existing and future demand. |
| OL14 |
The river valleys of the Tame, Medlock and Etherow will continue to be conserved, managed and improved, in order to realise their potential for environmental improvement, development of informal recreation, nature conservation and education / interpretation. |
| OL15 |
Improvement of water quality and natural elements of the river environment in the Tame, Medlock and Etherow and their tributaries will be encouraged and supported, particularly where this would have recreational or ecological benefits.
This will be achieved through initiatives by the National Rivers Authority and North West Water and by other measures. |
| OL17 |
The predominantly open character of the Tame, Medlock and Etherow river valleys will be maintained. |
| OL19 |
Improvements will be sought to the built environment within the river valleys of the Tame, Medlock and Etherow.
The object will be particularly to improve the appearance of industrial areas, to screen unsightly or unduly prominent development and to make canal and riverside areas more attractive. Where their impact on the environment of the valley is severe, the Council will consider relocation of unsightly and unneighbourly activities. |

Green Wedges will be identified, the primary function of which will be to maintain an open character within the urban areas and to serve as links to the adjoining countryside.
These will provide existing or potential corridors for wildlife and may include informal recreation routes. Wherever appropriate, the Green Wedges will be enhanced and extended. |

The existing pattern of recreational and amenity open spaces within the built up areas of the Borough will in general be protected. |
| Minerals, Waste Disposal and Pollution Control |
| M1 |
The environmental impact of mineral working will be minimised, whilst recognising the obligation for the area to contribute to regional requirements for construction materials. |
| M7 |
Known mineral resources will normally be protected from sterilisation by other development.
Where another form of development is otherwise acceptable the Council will be prepared to consider the economic viability and appropriateness of the prior extraction of minerals before this proceeds. |
| M8 |
The use of waste and recycled materials (such as colliery shale, p.f.a. and ash from railway embankments) will be encouraged as alternatives to newly won materials. |
| M10 |
Proposals for mineral working or surface disposal of mineral waste which would assist in reclaiming derelict and degraded land will normally be supported, subject to consideration of the landscape and ecological value of derelict sites which are regenerating naturally. |
| M11 |
Mineral workings which have long standing planning permissions with inadequate conditions of working or restoration will be reviewed in conjunction with operators.
Such workings will be included within comprehensive landscaping or restoration schemes, or both, when extensions to the workings are under consideration. |
| M12 |
The provision of rail or water linked minerals depots, mineral transfer loading stations and mineral waste disposal points will be encouraged where appropriate, provided they have good access to the strategic highway network.
The provision of rail or water links to existing and new mineral workings will also be encouraged if practical. |
| M14 |
The environmental impact of waste disposal operations will be minimised, whilst recognising the general need for provision to be made in appropriate locations for landfill and transfer loading.
The opportunities which landfill may in some cases provide for landscape improvement or recreational development will also be taken into account. |
| M16 |
The recycling and reclamation of waste materials will normally be encouraged and supported, in order to reduce the volume of waste necessitating landfill and to contribute to resource conservation. |
| M17 |
The continued provision of suitably designed and managed local facilities for the deposit of waste materials which are not handled by the refuse collection service, or for bringing items suitable for reclamation or recycling, will normally be supported, subject to meeting the criteria set out in policy M15. |
| M18 |
Wherever practical and appropriate by means of planning controls, the impact on people living or working in the Borough, of existing and potential forms of environmental hazards and pollution will be avoided, or reduced to acceptable levels. |

Where development or re-use of a site is rendered uneconomic or unsafe due to previous contamination, the Council will, where possible, use its derelict land powers to reclaim the land for beneficial use, and will normally support initiatives by the private sector which have a similar result. |

The importance of operational land used by the statutory water and sewerage undertaking in carrying out its duties under legislation will be recognised. |
