Council Tax Energy Bill Rebate


The Chancellor announced on 3 February 2022 that government support will be available to reduce energy bills for households in Council Tax bands A to D with a rebate payment of £150.00.  
 
A discretionary scheme is to operate for households who do not qualify for an automatic payment.
 
Your Council Tax band is shown on your Council Tax bill. Alternatively, you can check your band by entering your postcode on the https://www.tax.service.gov.uk/check-council-tax-band/search website.
 
The Council Tax Energy Bill Rebate is a one-off fixed payment of £150 which the council will pay on behalf of the government.
 
A maximum of one payment will be made per eligible property which meets all of the government criteria, even if more than one person is named on the Council Tax bill or lives in the property.

Council Tax Energy Bill Rebate Application Process

Who is eligible?
 
Council Tax band A to D
 
The person named on the Council Tax account who meets all the following criteria at 1 April 2022:
 
  • Their home is valued in Council Tax bands A to D.
  • It is the Council Tax payer’s sole or main residence;
  • It is a chargeable dwelling, or is in one of the following exempt households:
  • property occupied only by students
  • property occupied by only by people under 18 years of age
  • property occupied only by people who are severely mentally impaired
  • self-contained annexes occupied by elderly or disabled relatives
 
Discretionary Scheme
 
There will be a discretionary scheme in place for households to provide support to people not automatically entitled to a £150 energy rebate payment.  Eligibility criteria for this discretionary scheme has not yet been finalised. Details will be made available as soon as possible on this webpage.
 
Who is not eligible?
 
No energy rebate will be paid in respect of:
 
  • A property that has no permanent resident and is someone’s second home 
  • An unoccupied property (for the purposes of calculating Council Tax) 
  • Where the Council Tax payer is exempt from paying Council Tax for any reason other than one of the four exemptions as detailed above 
  • Where the person who is liable to pay the Council Tax (or would be were the property not exempt) is a local authority, a corporate body or other body such as a housing association, the government or governmental body.
 

How are payments made?

If you pay your Council Tax by Direct Debit:
 
We have made payment directly into your bank account where possible and sent a written notification to confirm we have done this.
 
Please note that the Council will recover any monies paid where information becomes available which may affect entitlement.
To ensure payments are being made to the correct bank accounts the Council will use a third party to verify the information they hold.
If you pay by direct debit and have not yet received a payment in your bank account, we will write to you for further information or to invite you to make an application for the Council Tax Energy Rebate.

We are aware that in a small number of cases duplicate notification letters have been sent out regarding the payment of the Council Tax £150 energy bill rebate, and apologise for any confusion and inconvenience caused. A third party provider will reimburse any costs incurred by the Council for this error. 

If you don’t pay by Direct Debit:
 
If you don’t pay by Direct Debit, you will need to apply for the Council Tax Energy Bill Rebate.
 
How to make application

The Council will write to you week commencing 23 May 2022 with details of how to claim. The letter will detail a unique Property Reference, Account Number and Property Passcode, which you will need to access your application form. You will need to refer to this letter before making your application via the links below. If you do not receive your invitation to claim letter by 6 June 2022 please contact The Council Tax Service.  Please do not try to contact before this date as this will delay processing the £150 payments into bank accounts.
 
The Council is required to carry out pre-payment checks before payment of any rebate. Verification and ID checks will be undertaken for anyone not paying by Direct Debit to ensure payments are being made to the correct bank accounts. The Council will use a third party to verify the necessary information.


Option 1: For payment direct into your bank account select the “£150 Council Tax Rebate – Payment to your bank account”

You need to register first and then you will be able to complete your application form.
You will need to insert the unique information provided on your invitation to claim letter, which is your Property Reference, Account Number and Property Passcode.

You will need to provide a bank statement dated within the last 3 months so that we can verify that the rebate is being paid to the correct bank account. Only the liable person’s name, address, sort code and account number needs to be visible so the information provided can be verified. This will need to be uploaded as part of the application process.

Option 2: For payment to be credited to your Council Tax bill select the “£150 Council Tax Rebate – Credit your Council Tax account”

You need to register first and then you will be able to complete your application form.
You will need to insert the unique information provided on your invitation to claim letter, which is your Property Reference, Account Number and Property Passcode. If you decide to have the £150 energy bill rebate credited to your Council Tax account you will not receive the payment in your bank account.

Priority will be given to making payment to all eligible households.

Refunds of the energy bill payment will only be made at the end of the financial year where a Council Tax account is in credit.
The credit can be used to reduce Council Tax instalments where requested.

If you do not return your application for the Council Tax Energy Bill Rebate by 21 August 2022, the £150 payment will automatically be credited to your Council Tax account.
As part of submitting an application, you must consent to identification checks being made before your data is processed for the purposes of assessing your eligibility for a Council Tax Energy Bill Rebate payment. If consent is not given during the application process, an automated message will be sent to advise the application is invalid.
Please note that the Council will recover any monies paid where information becomes available which may affect entitlement.

Overdrawn bank accounts
If you are overdrawn you can exercise the first right of appropriation on the Council Tax Energy Bill Rebate payment. You can tell your bank the payment should only be used as financial support to pay your energy bills. This protection is called a first right of appropriation of funds order.
You need to contact your bank making it clear that a deposit may be due of £150, which is for financial support for rising energy bills. You will need to advise your bank with that you are exercising your first right of appropriation of these funds.
