Temporary Advertisements On Street Furniture

Floral Tributes

It is recognised that this is a very sensitive area, and the council is sympathetic to anyone affected by an incident, especially where families consider it important for their grieving, to honour loved ones, through placement of tributes (e.g. flowers / wreaths) upon any street furniture at or near the location of the incident. 

Each incident / occurrence will have particular issues that will need individual assessment, however, the over-riding road safety message will always be, that tributes should not be placed or erected in such a manner as to unduly distract drivers of any road feature, which might lead to a further incident.

Where possible therefore, the following guidelines should be followed:

  • No tribute / memorial should be erected on traffic signal posts. 
  • No tribute / memorial advertisement should be erected in such a manner as to obstruct a driver’s view of any traffic signal aspect or traffic sign. 
  • All tributes / memorial fastened to the face of any pedestrian guardrails must be secured so as not to encroach into the visibility panel (where one exists). 
  • The normal period allowed will be up to 4 weeks after the incident, however this may be extended under extenuating circumstances in consultation with the Town Manager and the Chair of the Enforcement Panel.
  • Any neglected flowers or other non-valuable tributes will be removed and disposed of by the Council.
  • Neglected or damaged personal mementos (pictures etc.),will be removed by the Council, and every effort will be made to return them safely to the family.
