Local Restrictions Support Grant (Open) Fund & Additional Restrictions Grant Fund

To help you understand if the business is eligible for the LRSG (Open) or ARG schemes, please consider the following 2 questions. It is important to check the full details before applying, including the scheme details and all information on this webpage.

Who is Eligible?

 
LRSG (Open)
  • Tameside business in fixed commercial property
  • Within the hospitality, accommodation and leisure sector
  • Trading on 31 July 2020
  • Severely impacted by COVID-19
 
ARG
  • Tameside business in fixed commercial property
  • Trading on 22 October 2020
  • Businesses, ineligible for LRSG (Closed); (Closed) Addendum or (Sector) grants, severely impacted by COVID-19

Companies that are in administration, are insolvent or where a striking-off notice has been made are not eligible for funding under either scheme.

A business may only apply for both schemes (ARG and LRSG Open) in limited circumstances:
  • if they are a Tameside business, and
  • within the hospitality, hotel, bed & breakfast and leisure sectors, and
  • who occupy and trade from fixed commercial property, and are
  • not liable to pay the Business Rates for the premises (and are therefore not eligible to claim ‘Closed or Sector’ versions of Local Support Restriction Grant).
     

Evidence needed to support your application

Local Restrictions Support Grant (Open):
  • Evidence that the business’ main area of trade falls within the eligible sectors of hospitality, hotel, bed & breakfast and leisure. This could be by providing;
    • A link to a business website, Facebook account or relevant website such as trip advisor etc.
    • A brochure / list of services supplied, with clear evidence that it relates to the applicant business and its trading address in Tameside.
    • Landlord, client or supplier testimony, demonstrating that the person making the testimony is aware that they would be liable should it be demonstrated that the claim was fraudulent.
  • Evidence to confirm the business was trading from Tameside fixed commercial premises on 31 July 2020 including a business bank statement showing business related transactions and confirming the bank details provided for receipt of grant award payment.  Any document provided must be dated within, or applicable to, the period July 2020.
  • Business Rates Reference Number of rateable value details if applicable (this confirms the rateable value and applicant’s liability for this charge)
  • Lease, rental or business mortgage agreement to evidence Fixed Property Costs (rent) if trading business has no rateable value liability.
  • Passport or driving licence as proof of identity.
Additional Restrictions Grant:
  • Evidence to confirm the business was trading from Tameside fixed commercial premises on 22 October 2020 (Any document provided must be dated within, or applicable to, the period October 2020) including a business bank statement showing business related transactions and confirming the bank details provided for receipt of grant award payment
  • Confirmation of the number of employees based within Tameside premises of the business e.g. monthly employee payment summary (please ensure any summary has personal details redacted and only shows aggregate number of employees based within Tameside premises).
  • Lease, rental or business mortgage agreement to evidence Fixed Property Costs (rent) if trading business has no rateable value liability.
  • Business Rates Reference Number of rateable value details if applicable
  • Passport or driving licence as proof of identity.

Funding

The Local Restrictions Support Grant (Open) is intended to help aid recovery for businesses that are not legally required to close but are severely impacted by the restrictions under Tier 2 and Tier 3 type restrictions (defined as when no indoor household mixing was introduced), and is retrospective, applying from 1 August 2020. View Tameside’s scheme 

The Additional Restrictions Grant is intended to support businesses in local economies severely impacted by COVID-19 in addition to grant funding under the Local Restrictions Support Grant from the 23 October 2020 (the date Greater Manchester entered Tier 3). View Tameside’s scheme 
 
Businesses eligible for the Local Restrictions Support Grant (Open) will be awarded the following funding:
  Rateable value of exactly £15k or under,
or
if Non RV annual fixed property cost (rent) exactly £15k or under
Rateable value over £15k and less than £51k
or
if Non RV annual fixed property cost (rent) over £15k and less than £51K
Rateable value exactly £51k  or above
or
if Non RV annual fixed property cost (rent) exactly £51K or above

Eligible Businesses will be able to access up to £1,050 per 14-day period that they were impacted by restrictions. Tameside Council will now pay per 14 days rather than the previously communicated 28 days based on updated Government Guidance on the 10 December 2020 (this affects the frequency of payment rather than size). There is currently no deadline for applications. The grant is available per trading commercial Tameside property so a business may receive more than one award if they have more than one eligible property.

The Government guidance gives the Council discretion over the grant scheme, and its decisions regarding the scheme will be final. There is no appeal process for this grant scheme.  The fund is available until the end of the financial year 2020/2021. The initial award of grant will be for the period 1 August to 4 November 2020.  Any further award of grant (per 14 day period) will be subject to additional funding being received from Government.

Businesses eligible for the Additional Restrictions Grant will be awarded the following one off grant fund payment:

50 – 249 employees £10,000
250 or more employees £20,000
 

Eligible businesses will be able to access one off grants of between £1,000 and £20,000 dependent on their number of employees based within Tameside premises of their business. The grant is available only once to each eligible business that trades from a Tameside fixed commercial premises.
 
The scheme will operate on a first come, first served basis until all the funding available is fully allocated. Tameside Council has full discretion over this grant scheme. The Council’s decisions regarding the scheme are final. There is no appeal process for this grant scheme. 


Fraud

You may face prosecution if you have manipulated or falsified your position in order to obtain these payments, including failure to close your business which puts others at risk.

Any payment made as a result of fraud may be subject to claw back, as will any grants paid in error.

The Government is supporting Local Councils to make the necessary checks to ensure payments can be verified and have been made correctly.
 

State Aid

The United Kingdom left the EU on 31 January 2020. Under the Withdrawal Agreement, the State Aid rules continue to apply during a transition period, subject to regulation by the EU Commission.

Businesses who receive awards of Government grant funding such as the Local Restrictions Support Grant are required to comply with the EU law on State Aid.
Payments made will be provided under the existing De Minimis rules, provided doing so does not exceed the €200,000 threshold.

Payments made where the De Minimis threshold has been reached will be paid under the Covid-19 Temporary Framework for UK Authorities (threshold €800,000).

Businesses that have reached the limits of payments permissible under the De Minimis and the UK Covid-19 Temporary State Aid Framework will not be able to receive further grant funding.

Tameside Council will use your data for the processing of your grant application.
We may check the information you provide or the information about you which somebody else provides, with other details we hold. If the law allows us, we may also receive information from other people or organisations or give information to them to check the accuracy of records, to prevent or detect crime, or to protect public funds in other ways.

Please note that a business may only apply for both schemes (ARG and LRSG Open) in limited circumstances if:

- they are a Tameside business within the hospitality, hotel, bed & breakfast and leisure sectors and who occupy and trade from fixed commercial property which they are not liable to pay the Business Rates for (and are therefore not eligible to claim ‘Closed or Sector’ versions of Local Support Restriction Grant).
