Pavement Cafés Licences


New Applications

The following documents must accompany the application when received by the Licensing Department.

  • Fully completed application form(0.05MB)Adobe Acrobat Format
  • Location plan
  • Site plan including seating area
  • Barrier, table and chair details (pictures/photographs).
  • Indication that public liability insurance will be made available before the issue of any licence.
  • Fee.
  • Health and safety risk assessments.
  • Evidence of planning consents if appropriate.
  • Copy of Public Notice displayed on the premises.

In addition the applicant is responsible for sending a copy (within 2 working days) of the following.

  • Fully completed application form.
  • Location plan.
  • Site plan including seating area.
  • Barrier, table and chair details (pictures/photographs).

To the following agencies:

  • Operations and Greenspace - Hyde Depot, Park Road, Hyde, SK14 4JT. 
  • Environmental Services - Tame Street Depot, Tame Street, Stalybridge, SK15 1ST.
  • Planning Services - Clarence Arcade, Stamford Street, Ashton-under-Lyne OL6 7PT.
  • Highway Services - Tame Street Depot, Tame Street, Stalybridge, SK15 1ST.
  • Greater Manchester Police - Partnership Team, Ashton Police Station, Manchester Road, Ashton under Lyne.

Original application to :

  • Licensing Office - Tame Street Depot, Tame Street, Stalybridge, SK15 1ST

The application will only be deemed complete when received by all the above consultees. A 28 day consultation period will commence including the Council placing a public notice at or near to the premises and consulting directly with immediate neighbours to the applicant address

Consultees, including the public, will be able to make representations or object to the grant of the licence. At the end of the consultation stage the applicant will be given a further 7-day mediation period to attempt to resolve any representations or objections

At the end of the 7-day mediation period if representations/objections are still unresolved, the licensing service will draft a report to be put before the next available meeting of the Speakers Panel.
