The Tameside Retail and Leisure Study 2025 considers the role of the borough’s town, district and local centres and makes recommendations for future local plan policy objectives and policy.

The report concludes that the borough's town, district centres and local centres are increasingly evolving from traditional retail destinations into more diverse, multi-functional centres that combine retail, leisure, service, community and cultural uses.

The study highlights the continuing impact of online shopping and changing consumer behaviour, resulting in increased pressure on some town centre retail units and higher vacancy rates in certain locations. It finds that the long-term vitality and viability of centres will depend on maintaining a diverse mix of uses that attracts visitors and supports the local economy.

Overall, the study supports policies that promote diversity of uses, reduce vacancies and strengthen the attractiveness and resilience of Tameside's centres’
