Application for Temporary Traffic Regulation Order – Guidance Notes for Contractors and Developers 

 

Is a temporary road closure absolutely necessary?

Can temporary traffic signals be used or can alternative construction methods be used? Applications for Temporary Traffic Regulation Orders (TTROs) will only be approved if there is no other feasible way of undertaking the work. Temporary road closures will not be approved so that site accommodation can be located or materials can be stored conveniently on the highway.
 

Filling in the Application Form

The location and extent of a temporary road closure needs to be as explicit as possible and in all circumstances a legible scale plan showing the extent of the temporary road closure and a plan containing the proposed/approved diversion route with the appropriate signage (Chapter 8, Traffic Signs and General Directions Act 2002) needs to be submitted with the Application Form.Link to Adobe PDF file

You will need to specify if the temporary road closure will affect vehicles only; vehicles and pedestrians; pedestrians only. Quite often pedestrian access can be maintained when undertaking works on the highway, but for works such as demolition, it is normally necessary to prevent access to both vehicles and pedestrians to ensure safety.

A brief description of the works needs to be given as the reason for the temporary road closure and if the work involves excavating the Highway you will need to contact Traffic Operations on 0161 342 8355

The start date must be at least six weeks from the date that the application form is submitted, (stating asap will not be accepted). You will need to note that the duration should be given in either days or weeks (any specific hours should also be identified in the section).

You must sign the application form and fill out the top section in full with your contact details, then send it to the Traffic Management Section using the contact details below.
 

Consultation

You will need to undertake and demonstrate that sufficient consultation with affected properties/businesses has been undertaken and that alternate arrangements have been made with the affected parties.
 

The Cost of a Temporary Road Closure and How to Pay

The cost for arranging a temporary road closure will be either a minimum of £585 for a closure of up to 5 days and a minimum of £1,688 for a closure from 5 days and up to 18 months. The figures quoted are reviewed on a yearly basis.
 

How we Notify you if the Application was Approved

Tameside MBC will notify yourselves with a copy of the public notice(s) which gives details of the road(s) and time period covered by the TTRO.
