Why we are doing a parking review

Over the last few years, the council has made several changes to both off-street (pay and display car parks) and on-street (time limited marked bays) parking. The most recent being in the summer of 2023 which included cashless payment now installed in all car parks

With our town centre redevelopment plans moving forward at pace, we are doing a full review of the current offer to make sure it is fit for purpose to support both our residents and our town centres.

The review will run until June 2025. A that point we hope to implement a new parking offer which will be a settled model for the next 5 years.


What will the review cover?

  • Off-street parking. Tameside Council off-street pay & display car parks.
  • On-street. Time-limited marked bays managed by Tameside Council.
  • Parking operation. All aspects of the parking offer – e.g. capacity, quality, infrastructure, enforcement, tariffs, etc.
  • Alternative land use and other diversification opportunities.

 

Below is a summary of the areas we’d like to hear your views on. The list is a guide to prompt discussion and feedback. It is not a new model, and nothing has been decided yet.

Purpose
No statutory requirement to provide parking. So why provide parking?
Access to services such as college, GPs, hospital, Active Tameside etc.
Access to retail, social, cultural and leisure.
Access to employment and commuting.

Demand
Does the local service offer drive demand, and is it matched by capacity?
How is the town centre offer / demand expected to change in future years?
What is the likely impact of population and job growth, business development, changes in car ownership (reducing car dependency) and public transport use.

Council priorities
How do wider council priorities influence parking and vice versa?

        • Town centre revitalisation.
        • Employment growth areas (e.g. Mayoral Development Zone).
        • Housing (i.e. alternative land use for town centre living).
        • Transport – joined up offer including active travel, public transport, shared spaces, vehicle sharing, LEV and autonomous vehicles.
        • Commuting hubs linking to rail and other transport modes.
        • Environment – air quality, carbon reduction, greenspace.
        • Financially sustainable public services (& balanced council budget).       

Should the service run at a surplus (to re-invest), break-even or cost?
If a cost, what services will be redesigned or cut to fund parking?

Operation
Tariffs – a charging model that encourages usage and footfall.
Competitiveness – in the wider parking market (e.g. retail & commercial car parks).
Payment methods – cash, card, App, website, contract and remote payment.
Quality – surface, cleanliness, lighting.
Safety & security – lighting, CCTV, emergency help points.
Signage & information.
Turnover to avoid space blocking – long/short stay.
Accessibility for people with disabilities – signage, payment machines.
Designated bays – e.g. disabled, parent & child.
Grow upwards – multi-storey.
Size of bays
Location of car parks

Alternative uses
Income opportunity – e.g. let space for car wash, vending, catering.
Electric vehicle charging points.
Secure bicycle parking.
Park and ride schemes.
Change of land use – e.g. for housing or retail (with the potential to bring in addition business rates and council tax).

 

How can I have my say?

From December 2024 into the New Year, we have been contacting our parking stakeholders directly and asking for their views.

Tameside Council operates off-street pay and display car parks, plus on-street marked bays which are free but time limited.

  • 39 pay and display car parks with 2,800 spaces. 
    • 7 short stay (508 spaces). 
    • 32 long stay (2,292 spaces). 
  • 765 on-street marked time limited bays (see the signs for details) 
  • Six-month or annual contract passes can be purchased for 2, 3, 4, 5 and 7 days. These can only be used in long-stay car parks.

Coin and card payment is available in all car parks.

Blue Badge holders are entitled to an extra hour following the departure time shown on their pay and display ticket. Blue Badge must be displayed. For on-street parking the national Blue Badge scheme rules apply.
