Paragraph 72 of the December 2024 National Planning Policy Framework (NPPF) states that strategic policy-making authorities should have a clear understanding of the land available in their area through the preparation of a strategic housing land availability assessment and identify a sufficient supply and mix of sites, taking into account their availability, suitability and likely economic viability.

Paragraph 001 of the Planning Practice Guidance (PPG): Housing and economic land availability assessments also advises that plan-making authorities may carry out land availability assessments for housing and economic development as part of the same exercise, so that sites may be identified for the uses(s) most appropriate to them.

In accordance with this guidance, Tameside Council has prepared a combined Strategic Housing and Economic Land Availability Assessment (SHELAA).

It is important to clarify that identification of land in this assessment does not imply that either planning permission will be granted (if a site is not already subject to an extant permission) or that a site will be allocated in the local plan. Similarly, it does not prevent the possibility of residential or economic development being granted on sites which have not been included within the assessment, i.e. as windfall development sites. All planning applications will be assessed individually against current planning policy and other material considerations.

The 2026 SHELAA seeks to identify the potential future supply of land for housing and economic development for the period 1 April 2026 to 31 March 2041. Details are available by accessing the documents through the links below, including access to the online SHELAA map.
