Accessibility statement for Tameside Metropolitan Borough Council

This accessibility statement applies to all webpages under the domain tameside.gov.uk

This website is run by Tameside Metropolitan Borough Council (TMBC). We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)


The addition of the Accessibility Toolbar in the top left corner of each page will help to remove the every day barriers that many disabled people experience.

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible:

  • most older PDF documents are not fully accessible to screen reader software
  • live video streams do not have captions
  • some of our online forms are difficult to navigate using just a keyboard
  • a few of our images are missing alt tags

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.
 

Non-accessible content - Non-compliance with the accessibility regulations

The content listed below is non-accessible for the following reasons.

Some images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (non-text content).

When we publish new content we’ll make sure our use of images meets accessibility standards.

WCAG 1.4.10 Reflow
The privacy button is supplied by a third party, and they are in the process of updating it to make it fully accessible including stopping it from covering content. They have assured us that this will be carried out as soon as possible

WCAG 3.1.1 Language of Page
https://tameside.moderngov.co.uk is built and hosted through third party software and 'skinned' to look like our website.
They are currently working on this and it will be amended shortly for all future PDF uploads.

 

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. When this content is renewed it is created in an accessible format.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards.

Live video

We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
 

What we’re doing to improve accessibility

We are constantly working to improve the accessibility of our site and carry out manual tests throughout the year on a random selection of content using axe DevTools - Web Accessibility Testing. We are also working with third-party suppliers to encourage them to bring systems out of our control to standard.
