Business Rates Local Discretionary Relief Scheme
The government introduced three new business rates reliefs to cushion the effects of the 2017 national revaluation which are:
- Supporting Small Business Relief (SSB)
- New rate relief scheme for pubs
- New discretionary relief scheme
A consultation on the administration of the discretionary fund began on 18 July 2017. There were three questions:
- To what extent do you agree that ratepayers who have 3 or more business properties in the UK should be eligible to apply for the Discretionary Relief (Revaluation Support) Scheme?
- To what extent do you agree that ratepayers in receipt of Public House Relief should be eligible to apply for the Discretionary Relief (Revaluation Support) Scheme?
- To what extent do you agree that ratepayers in receipt of a mandatory relief should be eligible to apply for Discretionary Relief (Revaluation Support) Scheme?
- 46.2% of respondents either agreed or strongly agreed that ratepayers who have 3 or more business properties in the UK should be eligible to apply for the Discretionary Relief (Revaluation Support) Scheme, 15.4% neither agreed not disagreed, whereas 36.8% disagreed or strongly disagreed
- 47% of respondents either agreed or strongly agreed that ratepayers in receipt of Public House Relief should be eligible to apply for the Discretionary Relief (Revaluation Support) Scheme whereas 23.9% neither agreed nor disagreed and 24.8% either disagreed or strongly disagreed
- 65% of respondents either agreed or strongly agreed that ratepayers in receipt of a mandatory relief should be eligible to apply for the Discretionary Relief (Revaluation Support) Scheme, 11.1% neither agreed nor disagreed, whereas 21.4% either disagreed or strongly disagreed
A report was presented to Executive Cabinet which recommended that the discretionary (revaluation support) rate relief scheme be adopted retrospectively from 1 April 2017 and remain in operation until government funding ceases. This was agreed by Executive Cabinet.
